No contexto do XXIII Comitê de Negociações Birregionais MERCOSUL - União Europeia (CNB), delegações do MERCOSUL e da UE realizaram reuniões de trabalho de 7 a 11 de novembro de 2011, para negociar um futuro Acordo de Associação Birregional entre ambas regiões.

Os Negociadores Chefes de ambas as partes reafirmaram o compromisso de avançar as negociações para alcançar um Acordo de Associação abrangente, equilibrado e ambicioso.  Houve negociações nos Pilares Político, Comercial e de Cooperação do Acordo.

No que se refere aos Pilares Político e de Cooperação, atingiu-se avanço em diversas áreas e houve proveitoso intercâmbio de opiniões em muitos temas, o qual contribuiu para melhor entendimento das posições de cada uma das partes.

Com relação ao Pilar Comercial, onze Grupos de Trabalho reuniram-se durante o XXIII CNB e produziram avanços substantivos nos textos normativos do Acordo Birregional, notadamente em Instrumentos de Defesa Comercial (com a finalização do texto de princípios gerais para defesa comercial e salvaguardas globais); Serviços e Investimentos; Regras de Origem; e Aduanas e questões correlatas. Um produtivo intercâmbio de informações também ocorreu em áreas como Compras Governamentais. O estado do avanço em cada Grupo de Trabalho foi revisado no nível dos Negociadores Chefes, que reconheceram a necessidade de progresso em todas as áreas-chave pendentes. Sobre o tema de Desenvolvimento Sustentável, o MERCOSUL apresentou uma proposta escrita, conforme anunciado no último CNB.

Por fim, decidiu-se que a próxima rodada de negociações no âmbito do CNB terá lugar em Bruxelas, Bélgica, de 12 a 16 de março de 2012.

XXIII Meeting of the MERCOSUR – EU Bi-Regional Negotiations Committee - Montevideo, November 7 – 11, 2011 – Press Statement

In the context of the XXIII Bi-Regional Negotiations Committee (BNC), delegations from MERCOSUR and the European Union held working meetings from November 7 to 11 2011, for the negotiation of a future Bi-Regional Association Agreement between both regions.

Chief Negotiators of both sides reaffirmed their commitment to move negotiations forward to reach a comprehensive, balanced and ambitious Association Agreement. Negotiations were held in the Political, Cooperation and Trade pillars of the Agreement.

With regard to the Political and Cooperation Pillars, progress was achieved in a number of areas and there was fruitful exchange of views on many issues, which contributed to a better understanding of each other’s positions.

With regard to the Trade Pillar, eleven Working Groups held meetings during the XXIII BNC and achieved progress in the regulatory texts of the Bi-Regional Agreement, notably with the finalization of the text on general principles for antidumping and countervailing measures and global safeguard; Services and Investment; Rules of Origin; and Customs and related matters. A fruitful exchange of information also took place in areas such as Public Procurement. The state of advancement of each Working Group was reviewed and discussed at the level of Chief Negotiators, recognizing the need to progress in all key pending areas. On the issue of Sustainable Development MERCOSUR presented a written contribution as announced during the last BNC.

Finally, it was decided that the next round of negotiations in the framework of the BNC will be held in Brussels, Belgium from 12 to 16 March 2012.
