Joint Communiqué Issued at the end of the State Visit to the Republic of Zambia by His Excellency Mr. Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil, on 8th July 2010, Lusaka, Zambia


1.      At the  invitation  of  His  Excellency  Mr.  Rupiah  Bwezani  Banda, President of the Republic of Zambia, His Excellency Mr. Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil paid a two - day State Visit to Zambia from 7th to 8th July, 2010, accompanied by a Brazilian businessmen delegation.

2.      During the visit, both Presidents had official discussions on bilateral, regional and international issues of common interest to both countries.

3.      The Heads of State congratulated each other for the level and the quality of the cooperation and relations between the two countries, by the opening of resident Embassies in both capitals, by the high level of exchange of visits and the signature of cooperation instruments encompassing many areas of mutual interest.

4.      Both Heads of State underlined the importance of the results of the First Meeting of the Brazil-Zambia Joint Commission, held at Lusaka on August, 2008, to widen and consolidate the cooperation agenda between Brazil and Zambia. They agreed to prioritize, particularly, the fields of energy, health, education, culture, capacity-building and sports. They expressed their expectation that bilateral cooperation will continue to intensify after the second Meeting of the bilateral Joint Commission, to be held in 2010.

5. With regard to cooperation in the agriculture sector, they acknowledged the contribution of the Brazil-Africa dialogue on Food Security, Fighting Hunger and Rural Development, which took place in Brasilia from 10th to 12th May, 2010 as a relevant initiative to the South-South cooperation and have undertaken to work towards implementation of the results.

6. The Presidents highlighted the key role of the private sector for the intensification of the bilateral relations. President Lula da Silva agreed with President Banda on the need to increase the presence of Brazilian business in Zambia, especially in the energy, mining and services domains.

7. The State Visit afforded the two countries an opportunity to sign eight (8) Agreements and two Memoranda of Understanding (MoUs) aimed at enhancing bilateral cooperation in the areas of diplomacy, education, sports, vocational training, health, energy and culture.

The Agreements and MoUs signed were:

i. Agreement between the Government of the Republic of Zambia and the Federative Republic of Brazil on the Performance of Remunerated Activities by dependants of diplomatic, consular, administrative, military and technical staff.

ii. Agreement between the Government of the Republic of Zambia and the Government of the Federative Republic of Brazil on Cooperation in the Field of Education.

iii. Memorandum of Understanding between the Government of the Republic of Zambia and the Federative Republic of Brazil on Technical Cooperation in the Field of Sports.

iv. Agreement between the Government of the Republic of Zambia and the Federative Republic of Brazil on Cooperation in the Implementation of the Project "Brazil-Zambia Vocational Training Centre".

v. Complementary Agreement to the Technical Cooperation Agreement between the Government of the Republic of Zambia and the Government of the Federative Republic of Brazil to Implement the Project "Training and Capacity Building for Health professionals of the University Teaching Hospital".

vi. Complementary Agreement to the Technical Cooperation Agreement between the Government of the Federative Republic of Brazil and the Government of the Republic of Zambia to Implement the Project "Strengthening the National Strategic Plan for HIV/AIDS".

vii. Agreement between the Government of the Republic of Zambia and the Government of the Federative Republic of Brazil on Cultural Cooperation.

viii. Agreement between the Government of the Republic of Zambia and the Government of the Federative Republic of Brazil on Cooperation on Visa Exemptions for holders of Diplomatic, Official and Service Passports.

ix. Memorandum of Understanding between the Government of the Federative Republic of Brazil and the Government of the Republic of Zambia in the Field of Food and Nutritional Security and Humanitarian Assistance.

x. Complementary Agreement to the Technical Cooperation Agreement between the Government of the Federative Republic of Brazil and the Government of fhe Republic of Zambia to Implement the Project "Production of Biofuels".

8. Both Presidents happily registered the convergence of the Brazilian and Zambian positions on the main questions of the international agenda. When they ratified their commitment to intensify the South-South co-operation, they reaffirmed their willingness to increase bilateral consultations between their Governments on bilateral, regional and multilateral issues.

9. Both Presidents highlighted the measures adopted by their countries to overcome the economical crisis of 2008/2009. The combination of previous cautious macro-economic practices and Ihe adoption of proper and population-focused stimulus measures have allowed the two countries to face the financial crisis without major negative consequences. Indeed, both economies should grow more than 5% this year.  Likewise, they called attention to the need for developed countries to maintain stimulus measures.

10.     They declared  their  support  for the  democratization  of  global governance with a larger participation of the developing countries in its decision making process. They have stressed, particularly, the urgent need for a reform of the United Nations Security Council, to reflect  the  contemporary economic  and  political  realities  and make it more representative, legitimate and efficient. In this regard, they underlined the need for an expansion in both permanent and non-permanent members, with developing countries included in both of them.

11.     The Presidents stressed the relevance of international trade for the promotion of economic and social development of their nations, underlining that all peoples should benefit from the opportunities created by a multilateral trading systems free of distortions and barriers, especially in the agricultural sector.

12.     The two Presidents agreed on the necessity of concluding the Doha Round  negotiations  of the WTO,  in  order to  contribute  to  the strengthening   of   the   multilateral   trading   system   with   special attention to the objectives of the developing countries.

13.      President   Lula  also  affirmed  the   Brazilian   interest   that  Zambia considers  favourably  the   adoption   of  the   ISDB-T  with   Brazilian innovations system for digital television. In this sense, he indicated that Brazil is wiling to offer cooperation to Zambia in the domain of Terrestrial Digital TV.

14.      President Luiz Inácio Luia da Silva thanked on his behalf and on behalf of his delegation, the outstanding welcome of the people and the Government of Zambia on the occasion of his visit to Lusaka.

15.      His Excellency, Mr. Luiz Inácio Lula da Silva, extended an invitation to  His  Excellency Mr. Rupiah  Bwezani  Banda,  President  of  the Republic of Zambia to pay a State Visit to Brazil. His Excellency President Banda accepted the invitation to visit Brazil on a date to be mutually agreed through diplomatic channels.
