A convite do Ministro de Relações Exteriores do Brasil, Celso Amorim, o Ministro de Negócios Estrangeiros  da Austrália, Kevin Rudd,  realizou visita oficial ao Brasil no período de 15 a 17 de dezembro de 2010. Os dois Ministros mantiveram reunião de trabalho no dia 15 de dezembro e o Ministro Kevin Rudd participou, como convidado especial, do Conselho do Mercado Comum, no dia 16, e assistiu a reunião da XL Reunião de Cúpula do MERCOSUL, no dia 17.


2. O Ministro Rudd expressou satisfação com seu encontro com o Presidente Lula por ocasião da reunião do Mercosul, sublinhando o notável desempenho de seu Governo, com ênfase na inclusão social de 30 milhões de pessoas retiradas da situação de pobreza.

 

3. Em seu encontro de trabalho, os dois Ministros discutiram temas da agenda bilateral, regional e multilateral. Renovaram seu compromisso de aprofundar os laços que unem o Brasil e a Austrália, tal como expressado no Memorando de Entendimento para o Estabelecimento de uma Parceria Reforçada, firmado pelos dois Ministros em setembro de 2010.

 

4. Manifestaram satisfação com a crescente afinidade de visões e princípios em torno do fortalecimento do multilateralismo e da reforma do sistema de governança internacional. Destacaram as políticas comuns de promover a paz, a solução pacífica de controvérsias, e de promover o desarmamento e a não-proliferação, o respeito aos direitos humanos, a proteção do meio ambiente e a promoção do desenvolvimento com justiça social.

 

5. Reafirmaram o compromisso de contribuir para a reforma das Nações Unidas, inclusive a do Conselho de Segurança. Reiteraram a importância de ampliar o número de membros permanentes e não permanentes, assim como de aperfeiçoar os métodos de trabalho do Conselho, de forma a torná-lo mais representativo e sensível às realidades da comunidade internacional do século XXI. O Governo brasileiro reconheceu com satisfação o apoio da Austrália a um Conselho de Segurança mais representativo e fortalecido, inclusive por meio de sua expansão, e saudou calorosamente o apoio da Austrália ao Brasil como membro permanente. O Brasil saudou a candidatura da Austrália a um assento não permanente no Conselho para o período 2013-2014, que reflete a constante contribuição da Austrália às Nações Unidas. 

 

6. Expressaram satisfação com os resultados alcançados pelo G20, em especial quanto à regulação dos mercados financeiros e a reforma das instituições financeiras internacionais e saudaram a introdução do tema do desenvolvimento na agenda do Grupo. Reconheceram o papel crucial do G20 no enfrentamento da crise financeira, e alertaram para a necessidade de se aprofundar a cooperação macroeconômica a fim de assegurar que a economia mundial possa recuperar-se de forma equilibrada e sustentável.

 

7. Ambos recordaram os significativos resultados já obtidos nas negociações comerciais da Rodada Doha. Instaram os membros da OMC a trabalhar em prol de um acordo exitoso, ambicioso abrangente e  equilibrado em consonância com o mandato da Rodada de Desenvolvimento de Doha, e a aprimorar os progressos obtidos. Uma rápida conclusão fortalecerá as regras do sistema multilateral de comércio, que ajudou fortemente a combater o protecionismo durante a recente crise econômica global.
 

8.  Os dois Ministros concordaram que o aquecimento global e a mudança do clima representam questões cruciais da agenda internacional contemporânea, que requerem atenção prioritária e constante. Comprometeram-se a trabalhar conjuntamente para alcançar ação global em matéria de mudança do clima no âmbito da Convenção-Quadro das Nações Unidas sobre Mudança do Clima (UNFCCC), com base nos resultados  alcançados na 16ª Conferência das Partes da UNFCC e na 6ª Reunião das Partes do Protocolo de Quioto, em Cancun, incluindo REDD+. Saudaram a aprovação, pela Assembléia Geral das Nações Unidas, da Conferência das Nações Unidas sobre Desenvolvimento Sustentável (Rio+20), a ter lugar no Rio de Janeiro, em 2012. Enfatizaram a importância de garantir participação de alto nível na Rio+20, com vistas à adoção de documento de elevada relevância política.

 

9. Os Ministros conclamaram a  comunidade internacional  a envidar esforços adicionais em prol da reconstrução do Haiti e expressaram satisfação com a próxima implementação do primeiro projeto de cooperação Brasil-Austrália no Haiti, em colaboração com Instituto Interamericano para Cooperação em Agricultura (IICA), para construção de cisternas naquele país.

 

10. Reiteraram o compromisso de promover novas iniciativas de cooperação trilateral em benefício de terceiros países em desenvolvimento, e para isso firmaram um Memorando de Entendimento para Cooperação Técnica Trilateral em Desenvolvimento Internacional, com o objetivo de estabelecer diálogo entre a ABC – Agência Brasileira de Cooperação e a AusAid - Australian Agency for International Development,  para exame de iniciativas para ajudar países em desenvolvimento a atingir as Metas de Desenvolvimento do Milênio.

 

11. Os Ministros manifestaram viva satisfação pela expansão das relações comerciais entre os dois países, intensificadas em anos recentes. Reiteraram a intenção de apoiar esforços que contribuam para trazer os fluxos de comércio de volta aos níveis alcançados previamente à crise financeira global. Congratularam-se pelo crescimento dos investimentos bilaterais em áreas como Mineração e Agricultura e coincidiram que devem ser encorajados os vínculos entre empresários de ambos os países com o objetivo de expandir o investimento direto estrangeiro em outros setores produtivos.

 

12. Os Ministros anunciaram, com satisfação, que um Memorando de Entendimento será assinado, no primeiro trimestre de 2011, entre dois dos maiores grupamentos de indústrias do Brasil e da Austrália – a Federação das Indústrias do Estado de São Paulo (FIESP), que representa 150 mil empresas, e  Australian Industry Group (AIG), que representa mais de 60 mil empresas - para  promovera cooperação em matéria de comércio e investimentos mútuos.

 

13. Discutiram a possibilidade de estreitar os vínculos  econômicos entre os países do MERCOSUL, a Austrália e a Nova Zelândia, no contexto de um diálogo MERCOSUL-CER reforçado.

 

14. Congratularam-se com a assinatura do Memorando de Entendimento sobre Cooperação em Grandes Eventos Esportivos, o qual facilitará a cooperação bilateral em matéria esportiva e a troca de conhecimentos sobre a organização de grandes eventos esportivos internacionais que possam assegurar que sediar tais eventos possa contribuir para o fortalecimento e a diversificação das economias locais e para a construção de um legado duradouro. 

15.     Reiteraram a necessidade de reforçar a cooperação bilateral em Ciência e Tecnologia e registraram a expectativa de conclusão, em breve prazo, das negociações de um Acordo-Quadro de Cooperação em C&T e do Memorando de Entendimento para Cooperação entre a EMBRAPA e a CSIRO (Commonwealth Scientific and Industrial Research Organisation), para desenvolvimento de projetos de ciência e pesquisa em matéria agrícola.
 
16.  Registraram, igualmente, a expectativa de assinar proximamente um acordo de cooperação em matéria penal e um acordo de transferência de apenados, instrumentos que deverão contribuir para o incremento da cooperação jurídica entre os dois países.
 

17.     A visita do Ministro Kevin Rudd ao Brasil representou oportunidade para o primeiro encontro de Ministros realizado no contexto do Diálogo Brasil-Austrália, criado pelo MoU para o Estabelecimento de uma Parceria Reforçada.

Visit to Brazil by Kevin Rudd, Australian Minister for Foreign Affairs - Joint Declaration

 

At the invitation the of Minister of External Relations of Brazil, Celso Amorim, the Australian Minister for Foreign Affairs, Kevin Rudd visited Brazil from 15 to 17 of December, 2010. The two Ministers held a bilateral meeting on 15 December, and Minister Kevin Rudd participated, as a special guest, to the Meeting of the Council of the Common Market on 16 December and attended the XL Mercosur Summit Meeting, on 17 December.

 

2. Mr Rudd looks forward to his meeting with President Lula during the Mercosur-related meetings on 16 and 17 December and highlighting impressive achievements of his administration, including lifting 30 million people out of poverty.

 

3. At the bilateral meeting the two Ministers held discussions which covered a variety of bilateral, regional and multilateral issues. They renewed their commitment to strengthen the links between Australia and Brazil, as expressed in the Memorandum of Understanding (MoU) for the Establishment of an Enhanced Partnership, signed by the two Ministers in September, 2010.

 

4. They expressed satisfaction with the increasing coincidence of views and principles in relation to the strengthening of multilateralism and the reform of the international governance system. They emphasised the two countries agreed policies to promote peace, the non-violent resolution of conflicts, and to encourage disarmament and non-proliferation, the respect for human rights and the protection of the environment and the promotion of development with social justice.

 

5. They reaffirmed their commitment to reform of the United Nations, including reform of the Security Council. They reiterated their support for the expansion of permanent and non-permanent membership of the Council, as well as reform of the Council’s working methods, in order to make it more representative and responsive to the realities of the international community in the 21st century. The Brazilian Government recognised with satisfaction Australia’s support for a more representative and stronger Security Council, including through its expansion, and warmly welcomed Australia’s support for Brazil as a permanent member.  Brazil welcomed Australia’s candidacy for a non-permanent seat on the Council for the 2013-14 term, reflecting Australia’s ongoing contribution to the United Nations.

 

6.They expressed satisfaction with the results achieved in the context of the G20, particularly with regard to the regulation of financial markets and the reform of the international financial institutions, and welcomed the inclusion of the issue of Development in the Group’s Agenda. They recognized the crucial role of the G20 in fighting the financial crisis, and pointed to the need to strengthen the macroeconomic cooperation with a view to ensure an equitable and sustainable recovery of the global economy.

 

7. They recalled the significant progress already achieved in the Doha Round of trade negotiations. They called upon all WTO members to work towards a successful, ambitious, comprehensive and balanced agreement, consistent with the mandate of the Doha Development Round and built on the progress achieved. A prompt conclusion will strengthen the rules-based multilateral trading system which has helped so greatly in resisting protectionism during the recent global economic crisis.

 

8. The two Ministers shared the view that global warming and climate change are crucial issues of the contemporary international agenda which deserve constant attention and priority. Ministers committed to working collaboratively to achieve global action on climate change in the context of the UN Framework Convention on Climate Change (UNFCCC), based on the outcomes achieved at the 16th Conference of the Parties to the UNFCCC and the 6th Meeting of Parties to the Kyoto Protocol, in Cancun, including on REDD+. They welcomed the approval, by the United Nations General Assembly, of the United Nations Conference on Sustainable Development (Rio+20), to take place in Rio de Janeiro, Brazil, in 2012. They stressed the importance of guaranteeing high-level participation in Rio+20, with a view to the adoption of a politically focused document.

 

9. They called upon the international community to unite to make additional efforts towards the reconstruction of Haiti and expressed their satisfaction with the first project of Brazil-Australia cooperation in Haiti, in coordination with the Inter-American Institute for Cooperation in Agriculture (IICA), for the construction of clean water cisterns.

 

10. They reiterated the commitment of promoting new initiatives of trilateral cooperation to the benefit of developing countries and were pleased to sign an MoU for Trilateral and Technical Cooperation in International Development, with a view to establish a dialogue between the Australian Agency for  International Development (AusAid) and the Brazilian Agency for Cooperation (ABC), for the consideration of initiatives  to assist developing countries achieve the Millenium Development Goals.

 

11. Ministers expressed satisfaction with the expansion of commercial relations between the two countries, noting that these relations had increased and intensified over recent years. They reiterated their intention to support efforts that would help bring trade flows back to the pre-Global Financial Crisis levels. They highlighted the growth of bilateral investment in areas such as mining and agriculture and agreed that greater links between the business representatives of both countries be encouraged to expand productive foreign direct investment in productive sectors.

 

12.  Ministers were pleased to announce a MoU to be signed in the first quarter of 2011 between Australia and Brazil’s largest industry bodies, the Australian Industry Group (AIG), which represents over 60,000 companies, and the Federation of Industries of the State of Sao Paulo (FIESP) which represents 150,000 companies, promoting cooperation in mutual trade and investment issues.  

13. They discussed the possibility of closer economic linkages between Mercosur countries and Australia and New Zealand, in the context of an enhanced MERCOSUR-Australia/New Zealand dialogue.

14. They celebrated the signature of a MoU on Cooperation on Major Sports Events, which will facilitate bilateral cooperation on sports and the exchange of knowledge concerning the organization of major international sporting events that will help to ensure that hosting such events will contribute to the strengthening and diversification of local economies and create a durable legacy.

15. They reiterated the need to reinforce bilateral cooperation in science & technology and looked forward to the conclusion, in the near future, of negotiations for a Framework Agreement for Cooperation on Science and Technology and of the MoU on Cooperation between EMBRAPA (Brazilian Agricultural Research Corporation) and the CSIRO (Commonwealth Scientific and Industrial Research Organisation), with a view to develop science and research projects on agriculture.

 

16. They also looked forward to the conclusion, in the near future, of an agreement on mutual legal assistance in criminal matters and an agreement on the transfer of convicted persons, instruments that will contribute to the strengthening of legal cooperation between the two countries.

 

17. Minister Kevin Rudd’s visit to Brazil provided an opportunity for the first meeting between ministers to be convened in the context of the Brazil-Australia Dialogue, included in the MoU for the Establishment of a Enhanced Partnership.
