1. O Ministro das Relações Exteriores do Brasil, o Ministro Federal para os Negócios Estrangeiros da Alemanha, o Ministro das Relações Exteriores da Índia e o Ministro dos Negócios Estrangeiros do Japão se encontraram em Nova York, em 23 de setembro de 2011, à margem da 66ª Sessão da Assembleia Geral das Nações Unidas, para trocar impressões sobre a reforma do Conselho de Segurança.

2. Recordando seus comunicados conjuntos anteriores, em particular as declarações de 24 de setembro de 2010 e 11 de fevereiro de 2011, os países do G-4 reiteraram sua visão comum de um Conselho de Segurança ampliado para o século XXI, expandido em ambas as categorias de membros permanentes e não permanentes, tomando em consideração as contribuições feitas por países à manutenção da paz e da segurança internacionais, assim como maior representação dos países em desenvolvimento em ambas as categorias, a fim de melhor refletir as realidades geopolíticas de hoje.

3. Os Ministros discutiram a iniciativa de promover consultas com Estados-membros em relação a um projeto de resolução sobre a expansão do Conselho de Segurança em ambas as categorias de membros e o aperfeiçoamento de seus métodos de trabalho. A iniciativa foi apoiada por ampla coalizão de Estados-membros, de todos os grupos regionais das Nações Unidas. Assim, os Ministros expressaram a opinião de que esse forte apoio deveria ser considerado como a base para maior discussão nas negociações intergovernamentais em andamento para criar o momento necessário a negociações reais entre os Estados-membros neste assunto de tal importância.

4. Os Ministros também saudaram a decisão da Assembleia Geral de começar imediatamente o processo de negociações intergovernamentais no plenário informal da 66a Sessão. Reafirmaram seu pleno apoio às negociações e expressaram sua determinação de trabalhar em estreita cooperação com outros Estados-membros com espírito de flexibilidade e seguir avançando com todos os passos necessários para alcançar um resultado concreto na atual Sessão da Assembleia Geral das Nações Unidas. Nesse sentido, os países do G-4 esperam trabalhar estreitamente com Sua Excelência Sr. Nassir Abdulaziz Al-Nasser, Presidente da 66a Sessão da Assembleia Geral.

5. Os Ministros uma vez mais se comprometeram a continuar trabalhando em conjunto, a fim de realizar urgentemente a necessária reforma do Conselho de Segurança.

Ministerial Meeting of the G4 countries (Brazil, Germany, India and Japan) in the margins of the 66th Session of the UN General Assembly - Joint Press Statement - New York, 23 September 2011

1. The Minister of External Relations of Brazil, the Federal Minister for Foreign Affairs of Germany, the Minister of External Affairs of India, and the Minister of Foreign Affairs of Japan met in New York on 23 September 2011, in the margins of the opening of the 66th session of the United Nations General Assembly, to exchange views on Security Council reform.

2. Recalling their previous joint statements, in particular the declarations of 24 September 2010 and 11 February 2011, the G4 countries reiterated their common vision of an enlarged Security Council for the 21st century, expanded in both the permanent and non-permanent categories of membership, taking into consideration the contributions made by countries to the maintenance of international peace and security, as well as the need for increased representation of developing countries in both categories, in order to better reflect today’s geopolitical realities.

3. The Ministers discussed the initiative to promote consultations with Member States with regard to a draft resolution on expansion of the Security Council in both categories and improvement of its working methods. The initiative has been supported by a wide coalition of Member States, from all regional groups of the United Nations. Therefore, the Ministers expressed the view that such strong support should be considered as the basis for further discussion in the ongoing intergovernmental negotiations to create the momentum needed for real negotiations among Member States on this all-important matter.

4. The Ministers also welcomed the decision by the General Assembly to immediately continue the process of intergovernmental negotiations in the informal plenary of the 66th Session. They reaffirmed their full support to the negotiations and expressed their determination to work in close cooperation with other Member States in a spirit of flexibility and press ahead with all the necessary steps to achieve a concrete outcome in the current session of the UN General Assembly. In this regard, the G4 countries look forward to working closely with H.E. Mr. Nassir Abdulaziz Al-Nasser, President of the 66th session of the General Assembly.

5. The Ministers once again committed themselves to continue to work together in order to bring about the urgently needed reform of the Security Council.
