Declaração Conjunta à Imprensa

1. O Ministro das Relações Exteriores do Brasil, o Ministro Federal para os Negócios Estrangeiros da Alemanha, o Ministro das Relações Exteriores da Índia e o Ministro dos Negócios Estrangeiros do Japão se encontraram em Nova York, em 24 de setembro de 2010, à margem da 65ª Sessão da Assembleia Geral das Nações Unidas, para trocar impressões sobre a reforma do Conselho de Segurança.

2. Os Ministros reiteraram a necessidade de uma reforma urgente do Conselho de Segurança, que incluiria a expansão de ambas as categorias de membros, permanentes e não-permanentes, assim como o aperfeiçoamento dos métodos de trabalho do Conselho, a fim de tornar o órgão mais representativo, legítimo, eficaz e sensível às realidades da comunidade internacional no século XXI.

3. Os Ministros notaram com satisfação o apoio maciço entre os Estados-membros à expansão de ambas as categorias de membros do Conselho de Segurança, incluindo países em desenvolvimento e desenvolvidos como novos membros permanentes. Nesse contexto, ao passo que reiteraram apoio às suas respectivas candidaturas como aspirantes a novos membros permanentes, reconfirmaram sua visão da importância de que a África esteja representada na composição permanente de um Conselho ampliado. Reconfirmaram também a necessidade de membros não-permanentes adicionais.

4. Os Ministros saudaram o início das negociações baseadas no texto solicitado por mais de 140 Estados-membros na 64ª Sessão da Assembleia Geral. Expressaram também satisfação com a decisão 64/568 da Assembleia Geral de continuar imediatamente as negociações intergovernamentais com base na segunda revisão do texto negociador universalmente solicitado, no plenário informal da 65ª Sessão da Assembleia Geral. Também se comprometeram a continuar a participar ativamente dessas negociações, com vistas a alcançar resultados concretos na reforma do Conselho de Segurança durante a atual Sessão. Os países do G-4 reafirmaram sua disposição de se aproximar de outros países e trabalhar em estreita cooperação com eles em direção a esse objetivo.

Ministerial Meeting of the G4 countries (Brazil, Germany, India and Japan) on the margins of the 65th session of the UN General Assembly - New York, 24 September 2010

Joint Press Statement

1. The Minister of External Relations of Brazil, the Federal Minister for Foreign Affairs of Germany, the Minister of External Affairs of India and the Minister for Foreign Affairs of Japan met in New York, on 24 September 2010, on the margins of the 65th session of the United Nations General Assembly, to exchange views on Security Council reform.

2. The Ministers reiterated the need for urgent reform of the Security Council, which would include expansion of both categories of membership, permanent and non-permanent, as well as improvement in the Council’s working methods, in order to render the body more representative, legitimate, effective and responsive to the realities of the international community in the 21st century.

3. The Ministers noted with satisfaction the overwhelming support among Member States for expansion of both categories of membership in the Security Council, including developing and developed countries as new permanent members. In this context, while reiterating their support for each other's candidatures as aspiring new permanent members, they reconfirmed their view of the importance of Africa to be represented in the permanent membership in an enlarged Council. They also reconfirmed the need for additional non-permanent members.

4. The Ministers welcomed the commencement of negotiations based on the text requested by more than 140 Member States in the 64th session of the General Assembly. They also expressed satisfaction with General Assembly decision 64/568 to immediately continue intergovernmental negotiations on the basis of the second revision of the universally requested negotiation text, in the informal plenary of the 65th session of General Assembly. They also committed themselves to continue to participate actively in these negotiations, with a view to achieving concrete results on Security Council reform during the current session. The G4 countries reaffirmed their readiness to reach out to other countries and to work in close cooperation with them towards this goal.
