“Os Representantes Permanentes da Índia, Hardeep Singh Puri, do Brasil, Maria Luiza Ribeiro Viotti, e da África do Sul, Baso Sangqu, registraram com satisfação o momento histórico em que, em 2011, os três países do IBAS integrarão o Conselho de Segurança das Nações Unidas, com a eleição da Índia e da África do Sul como membros não-permanentes em 12 de outubro de 2010, e a eleição do Brasil em 2009.

Os representantes assinalaram que, como países com interesse na agenda global, Índia, Brasil e África do Sul promoverão, com prioridade absoluta, os princípios e objetivos dos países em desenvolvimento no Conselho de Segurança, atuando inclusive para que o órgão seja mais transparente em seus métodos de trabalho.

Os Representantes Permanentes reiteraram o teor da declaração emitida pelos Ministros do Fórum de Diálogo Índia, Brasil e África do Sul, em 25 de setembro de 2010, durante o Debate Geral da 65ª Sessão da Assembléia Geral, na qual o IBAS reafirmou o seu compromisso com o multilateralismo e com a busca de maior participação dos países em desenvolvimento na tomada de decisões em instâncias de organizações e instituições multilaterais. A esse respeito, o IBAS reiterou a necessidade urgente de reforma das Nações Unidas, especialmente do Conselho de Segurança, de modo a tornar a organização mais representativa e condizente com as necessidades e prioridades dos países em desenvolvimento.

Nesse contexto, os Representantes Permanentes reiteraram o apelo dos Chanceleres do IBAS quanto à necessidade urgente de ampliação do Conselho de Segurança, tanto na categoria de membros permanentes como não-permanentes, a fim de permitir maior participação dos países em desenvolvimento. Tal reforma tornará o Conselho de Segurança mais representativo, eficiente e transparente, ensejando progressos no que respeita à eficácia e à legitimidade, bem como à implementação de suas decisões.

Os Representantes Permanentes reafirmaram seu firme compromisso de colaborar com o Conselho de Segurança, com o objetivo de torná-lo mais ágil e transparente na execução de seu mandato. Os Representantes Permanentes comprometeram-se, bem como suas delegações, a reforçar a cooperação no Conselho de Segurança em todos os pontos da agenda prioritária, dentre os quais a promoção e o reforço da cooperação do Conselho de Segurança com as organizações regionais, particularmente com o Conselho de Paz e Segurança da União Africana.”

The IBSA Forum countries – Brazil, South Africa and India – issued, via their Permanent Missions to the United Nations, the following statement:

The Permanent Representatives of India. H.E, Mr Hardeep Singh Puri; Brazil. H.E. MS. Maria Luiza Ribeiro Viotti; and South Africa, H.E. Mr Baso Sangqu have taken note of the historic occasion in 2011 in which all three IBSA countries will serve in the UN Security Council following the election of India and South Africa to the Security Council as non-permanent members on 12 October 2010, and the election of Brazil in 2009.

The Representatives noted that as countries from the global South, India, Brazil and South Africa will, as a highest priority, promote the principles and objectives of the South on the UN Security Council including to work to make the Security Council mere transparent in its working methods.

The Permanent Representatives reiterated the statement issued by the Ministers of IBSA on 25 September 2010, during the General Debate of the 65th Session of the General Assembly, in which IBSA reaffirmed its commitment to multilateralism and to increased participation of developing countries in the decision-making bodies of multilateral organisations and institutions. In this regard, IBSA reiterated the urgent need for the UN to be reformed so as to become more representative and reflective of the needs and priorities of developing countries, specifically the UN Security Council.

In this context, the Permanent Representatives reiterated the call of the IBSA Ministers for the urgent need to expand tie Security Council in both its permanent and non-permanent categories, in order to increase participation of developing countries. This will make the UNSC more broadly representative, efficient and transparent and would also enhance its effectiveness and legitimacy, as well as the implementation of its decisions.

The Permanent Representatives again stressed their firm commitment to collaborate in the Security Council with the aim of making the Council more responsive and transparent in the execution of its mandate. The Permanent Representatives committed themselves, and their delegations, to enhance cooperation in the Security Council on all priority agenda items. One such priority area will be to promote and enhance the Security Council's cooperation with regional organizations, particularly the African Union's Peace and Security Council.
