No contexto do XIX Comitê de Negociações Bi-Regionais (XIX BNC), o MERCOSUL e a União Europeia realizaram reuniões em Brasília entre 22 de novembro e 7 de dezembro de 2010 para uma rodada de negociações sobre o futuro Acordo de Associação entre as duas regiões.

Ambos os lados reafirmaram seu compromisso de negociar um Acordo de Associação abrangente, equilibrado e ambicioso.

Esta foi a terceira rodada desde o anúncio oficial do relançamento das negociações bi-regionais na Cúpula MERCOSUL-UE, em Madri, em 17 de maio de 2010.

Doze grupos de trabalho realizaram reuniões durante o XIX CNB. Como resultado, o MERCOSUL e a UE fizeram progresso na parte normativa de diversas áreas das negociações, incluindo acesso a mercados, regras de origem, serviços e investimentos, barreiras técnicas ao comércio e solução de controvérsias, entre outros. Reconheceu-se também que trabalhos adicionais serão necessários em várias áreas centrais.

No que concerne às próximas etapas das negociações, ambas as partes concordaram em trabalhar para o intercâmbio de ofertas melhoradas.

Foi acordado que a próxima rodada de negociações será realizada em 14 a 18 de março, em Bruxelas. Outra rodada de negociações ocorrerá em 2 a 6 de maio de 2011, em Assunção.

In the context of the XIX Bi-Regional Negotiations Committee (XIX BNC), MERCOSUR and the European Union held meetings in Brasília between November, 22 and December 7, 2010 for a round of negotiations on the future Association Agreement between both regions.

Both sides reaffirmed their commitment to negotiate a comprehensive, balanced and ambitious Association Agreement.

This was the third round since the official announcement of the relaunch of the bi-regional negotiations at the MERCOSUR-EU Summit in Madrid on May 17th, 2010.

Twelve Working Groups held meetings during the XIX BNC. As a result, MERCOSUR and the EU achieved progress in the normative part of several areas of the negotiations, including market access, rules of origin, services and investment, technical barriers to trade and dispute settlement, among others. It was also recognized that further work will be necessary in several key areas.

Concerning the next steps in the negotiations, both parties agreed to work to exchange improved offers.

It was agreed that the next round of negotiations will be held on 14-18 March in Brussels. Another round of negotiations will take place in 2-6 May, 2011, in Asunción.
