No contexto do XXII Comitê de Negociações Birregionais (CNB), as delegações do MERCOSUL e da União Europeia realizaram reuniões de trabalho de 4 a 8 de julho de 2011, com vistas a um futuro Acordo de Associação Birregional entre as duas regiões.

Os Negociadores Chefes de ambos os lados reafirmaram o compromisso de avançar nas negociações a fim de alcançar um Acordo de Associação abrangente, equilibrado e ambicioso. Realizaram-se negociações nos pilares político, comercial e de cooperação do Acordo.

Com respeito aos pilares político e de cooperação, alcançou-se progresso em diversas áreas, e houve proveitoso intercâmbio de pontos de vista sobre diversos temas, o que contribuiu para melhor entendimento das posições de cada lado.

Com relação ao pilar de Comércio, onze Grupos de Trabalho reuniram-se durante o XXII CNB e obtiveram considerável avanço nos textos normativos que formarão parte do Acordo Birregional, especialmente nas áreas de Serviços-Investimentos e Solução de Controvérsias. Todos os capítulos foram também revistos no nível de Negociadores Chefes, que transmitiram orientações para os temas pendentes de maior relevância. O tema de Desenvolvimento Sustentável também foi abordado.

As próximas rodadas negociadoras no âmbito do CNB se realizarão em Montevidéu, Uruguai, de 7 a 11 de novembro de 2011, e em Bruxelas, Bélgica, no primeiro trimestre de 2012.

EU - MERCOSUR: XXII Meeting of the Bi-Regional Negotiations Committee, Brussels, July 4 - 8, 2011 - Press Release

In the context of the XXII Bi-Regional Negotiations Committee (BNC), delegations from MERCOSUR and the European Union held working meetings from July 4 to July 8, 2011, for the negotiation of a future Bi-Regional Association Agreement between both regions.

Chief Negotiators of both sides reaffirmed their commitment to move negotiations forward to reach a comprehensive, balanced and ambitious Association Agreement. Negotiations were held in the Political, Cooperation and Trade pillars of the Agreement.

With regard to the Political and Cooperation Pillars, progress was achieved in a number of areas and there was fruitful exchange of views on many issues, which contributed to a better understanding of each others' positions.

With regard to the Trade Pillar eleven Working Groups held meetings during the XXII BNC and achieved considerable progress in the regulatory texts of the Bi-Regional Agreement, notably in the areas of Services-Investment and Dispute Settlement. All chapters were also reviewed at the level of chief negotiators with directions being given on the relevant pending issues. The issue of Sustainable Development was also discussed.

Finally, it was decided that the next rounds of negotiations in the framework of the BNC will be held this year in Montevideo, Uruguay from 7 to 11 November 2011 and in Brussels, Belgium in the first quarter of 2012.
