No contexto do XX Comitê de Negociações Birregionais (XX CNB), o MERCOSUL e a União Europeia reuniram-se em Bruxelas entre 14 e 18 de marco de 2011, para uma rodada de negociações sobre o futuro Acordo de Associação entre ambas regiões.

Ambos os lados reafirmaram seu compromisso de negociar um Acordo de Associação abrangente, equilibrado e ambicioso.

Essa foi a quarta rodada desde o anúncio oficial de relançamento das negociações birregionais na Cúpula MERCOSUL-UE de Madri, em 17 de maio de 2010.

Onze Grupos de Trabalho se reuniram durante o XX CNB. As discussões permitiram progresso na parte normativa de diversas áreas das negociações, incluindo regras de origem, compras governamentais, serviços e investimentos, política da concorrência e solução de controvérsias, entre outras. Também reconheceu-se que será necessário intenso trabalho adicional em todas as áreas da negociação.

Com relação aos próximos passos nas negociações, ambos os lados continuarão agora seu trabalho interno para preparar ofertas melhoradas de acesso a mercado. Quando esse trabalho estiver completo, decidirão então conjuntamente sobre a data para o intercâmbio simultâneo de ofertas.

Além disso, acordou-se também que a próxima rodada negociadora será realizada entre 2 e 6 de maio de 2011, em Assunção. Outra rodada negociadora terá lugar em Bruxelas, entre 4 e 8 de julho de 2011.

In the context of the XX Bi-Regional Negotiations Committee (XIX BNC), MERCOSUR and the European Union held meetings in Brussels between March, 14 and March 18, 2011 for a round of negotiations on the future Association Agreement between both regions.

Both sides reaffirmed their commitment to negotiate a comprehensive, balanced and ambitious Association Agreement.

This was the fourth round since the official announcement of the relaunch of the bi-regional negotiations at the MERCOSUR-EU Summit in Madrid on May 17th, 2010.

Eleven Working Groups held meetings during the XX BNC. Discussions allowed progress in the normative part of several areas of the negotiations, including rules of origin, public procurement, services and investment, competition and dispute settlement, among others. It was also recognized that further intense work will be necessary in all negotiating areas.

Concerning the next steps in the negotiations, both sides will now continue their internal work to prepare improved market access offers. When this work is completed, they will then jointly decide on the date for a simultaneous exchange of offers.

Moreover, it was also agreed that the next round of negotiations will be held on 2-6 May, 2011, in Asunción. Another round of negotiations will take place on 4-8 July 2011 in Brussels.
