O Ministro Antonio de Aguiar Patriota participará, nos dias 24 e 25 de novembro, em Malabo, Guiné Equatorial, da IV Reunião de Ministros das Relações Exteriores da Cúpula América do Sul - África (ASA).

Os Ministros examinarão os desafios e estratégias futuras da ASA, com vistas ao fortalecimento do diálogo político e da cooperação inter-regional.

Criada em 2006, a ASA reúne 65 países da África e da América do Sul, além da União de Nações Sul-Americanas (UNASUL) e da União Africana (UA). A Secretaria Executiva está sediada na Venezuela. O Brasil exerce a Coordenação Regional pelo lado sul-americano, e a Nigéria, pelo africano, apoiada pela União Africana. Para a implementação dos projetos de cooperação no âmbito da ASA, foram estabelecidos oito Grupos de Trabalho nas áreas de Comércio, Investimento e Turismo; Infraestrutura, Transporte e Energia; Paz e Segurança; Agricultura e Meio Ambiente; Temas Educacionais e Culturais; Temas Sociais e Esportes; Ciência e Tecnologia; Fortalecimento Institucional, Governança e Administração Pública. Além de suas funções de Coordenador Regional, o Brasil co-preside (com a Nigéria e o Cameroun), dois Grupos de Trabalho: o de Infraestrutura, Transportes e Energia e o de Ciência e Tecnologia. Igualmente, é país-sede do Comitê Consultivo de Embaixadores da ASA.

No âmbito da ASA, o Brasil promoveu, em 2010, no Rio de Janeiro, “Curso de Regulação de Petróleo e Gás” e, em 2009, em Brasília, “Curso de Negociações Internacionais”. Organizou ainda o “Encontro sobre o Sistema Eleitoral Brasileiro”, por ocasião das eleições presidenciais de 2010, quando autoridades eleitorais de países da ASA puderam conhecer o trabalho de organização das eleições no Brasil, em especial o uso da urna eletrônica. Na esfera cultural, lançou, por ocasião da II Cúpula do Mecanismo, em 2009, um Catálogo Bibliográfico de obras de referências de autores das duas regiões.

O intercâmbio comercial entre as duas regiões tem crescido significativamente nos últimos anos, passando de US$ 8,47 bilhões em 2003, para US$ 32,25 bilhões em 2010, o que configura aumento de 280,7%. Até setembro de 2011, o Brasil exportou para a África um total de US$ 8.73 bilhões, tendo importado US$ 11,61 bilhões. Há grandes oportunidades comerciais nas áreas de infra-estrutura, telecomunicações, produção de medicamentos e bens de capital.

On 24 and 25 November, Minister Antonio de Aguiar Patriota will attend the 4th Africa-South America (ASA) Summit Ministerial Meeting, to be held in Malabo, Equatorial Guinea.

The Ministers will go over ASA’s challenges and strategies for the future, with a view to strengthen political dialogue and interregional cooperation.

Established in 2006, the ASA Summit gathers 65 countries from Africa and South America, as well as the Union of South American Nations (UNASUL) and the African Union (AU). Its Executive Secretariat is headquartered in Venezuela. Brazil holds the South American Regional Coordination, while Nigeria, supported by the African Union, holds the African Regional Coordination. Eight working groups were established in the following areas to implement ASA cooperation projects: Trade, Investment and Tourism; Infrastructure, Transportation and Energy, Peace and Security; Agriculture and Environment; Cultural and Educational Affairs; Social Affairs and Sports; Science and Technology; Institutional Strengthening; Governance and Public Administration. Besides acting as a Regional Coordinator, Brazil chairs (together with Nigeria and Cameroun) two Working Groups: Infrastructure, Transportation and Energy and Science and Technology. The ASA Ambassadors Consulting Committee is also headquartered in Brazil.

Within ASA, Brazil promoted, in 2010, in Rio de Janeiro, the “Course on Petroleum and Gas Regulation” and, in 2009, in Brasília, the “Course on International Negotiations”. Brazil also organized the “Meeting on the Brazilian Electoral System”, on the occasion of the 2010 Presidential Elections, when electoral officials from ASA countries had the opportunity to learn about the organization of elections in Brazil, with special attention to the use of the electronic ballot. Regarding cultural affairs, it launched, on the occasion of the 2nd Mechanism Summit, in 2009, a Bibliographic Catalog of reference works by authors from both regions.

Trade exchange between the two regions has significantly expanded in the last years, from US$8.47 billion in 2003 to US$32.25 billion in 2010, which corresponds to a 280.7% increase. By September 2011, Brazil exported US$8.73 billion to Africa and imported US$11.61 billion. There are significant trade opportunities in the areas of infrastructure, telecommunications, medication manufacturing and capital goods.
