A IV Cúpula Brasil-UE será a primeira após a entrada em vigor do Tratado de Lisboa, que instituiu o cargo de Presidente do Conselho Europeu. A Cúpula celebrará os cinquenta anos do estabelecimento de relações diplomáticas entre o Brasil e as Comunidades Europeias (1960).

O Presidente Lula e as autoridades comunitárias tratarão de temas de interesse comum da agenda internacional, como a mudança do clima; o desarmamento; a reforma das instituições financeiras internacionais; e a Rodada de Doha da OMC. Serão avaliados os respectivos cenários regionais e a implementação do Plano de Ação da Parceria Estratégica, adotado em dezembro de 2008. Também serão discutidas as negociações para a conclusão do Acordo de Associação entre o Mercosul e a União Europeia, relançadas em maio de 2010.

Durante a Cúpula, deverão ser assinados o Acordo sobre Certos Aspectos da Aviação Civil e o Acordo sobre Segurança da Aviação. Serão também adotadas uma Declaração Conjunta e um Comunicado Conjunto sobre a Iniciativa de Cooperação Trilateral para a Produção e o Uso de Bioenergia, que, em um primeiro momento, envolverá Moçambique.

Em paralelo à IV Cúpula, será realizado o IV Encontro Empresarial Brasil-União Europeia, com a participação dos Presidentes Lula, van Rompuy e Durão Barroso.

O intercâmbio comercial entre o Brasil e a UE elevou-se de US$ 29,1 bilhões, em 2002, para US$ 82,6 bilhões, em 2008, o que correspondeu a um aumento de 184 %. Apesar de o fluxo de comércio haver recuado 23% em 2009, em razão dos efeitos da crise financeira internacional, as trocas entre o Brasil e a União Europeia já cresceram 27% no primeiro semestre de 2010, evidenciando tendência de retomada do ritmo de crescimento. Em 2008, os países da UE destinaram US$ 21,1 bilhões ao Brasil na forma de investimentos estrangeiros diretos, o que representou 48% do total de investimentos recebidos pelo Brasil naquele ano.

4th Summit Meeting of the Brazil-European Union Strategic Partnership - Brasília, July 14, 2010

President Luiz Inácio Lula da Silva will receive the President of the European Council, Herman van Rompuy, and the President of the European Commission, José Manuel Durão Barroso, in Brasília, for the 4th Summit Meeting of the Strategic Partnership between Brazil and the European Union.

The 4th Brazil-EU Summit will be the first held after the Treaty of Lisbon entered into force, which instituted the position of President of the European Council. The Summit will celebrate fifty years of the establishment of diplomatic relations between Brazil and the European Communities (1960).

President Lula and the communitarian officials will address issues of common interest in the international agenda, such as climate change; disarmament; reform of international financial institutions; and the WTO Doha Round. They will assess their respective regional outlooks and the implementation of the Strategic Partnership Action Plan, adopted in December 2008. They will also go over the negotiations to close the Association Agreement between Mercosur and the European Union, which were resumed in May 2010.

During the Summit, the Agreement on Certain Aspects of Civil Aviation and the Agreement on Aviation Safety are expected to be signed. A Joint Declaration and a Joint Communiqué on the Trilateral Cooperation Initiative for the Production and Use of Bioenergy, which will include Mozambique in the first stage, will also be adopted.

The 4th Brazil-European Union Business Meeting, to be attended by Presidents Lula, van Rompuy e Durão Barroso, will also be held parallel to the 4th Summit.

Trade exchange between Brazil and the EU rose from US$ 29.1 billion, in 2002, to US$ 82.6 billion, in 2008, which amounted to an 184% increase. Although the trade flow fell by 23% in 2009, due to the effects of the international financial crisis, exchanges between Brazil and the European Union have grown by 27% in the first half of 2010, which shows that it is back on a growth trend. In 2008, the EU countries sent US$ 21.1 billion to Brazil in the form of direct foreign investment, which corresponds to 48% of the total amount of investment in the country that year.
