FINAL DECLARATION OF THE III MEETING OF THE AFRICA-SOUTH AMERICA COOPERATION FORUM (ASACOF) COUNCIL OF MINISTERS OF FOREIGN AFFAIRS

The Ministers of Foreign Affairs, gathered in the city of New York, on 27 September 2010 with the purpose to attend the III Meeting of the Africa–South America Cooperation Forum (ASACOF) Council of Ministers of Foreign Affairs in compliance with the mandate specified in paragraph 95 of the Final Declaration of Nueva Esparta, approved on 27 September 2009, by Heads of State and Government of Africa and South America;

Expressed satisfaction with the positive outcome of the II Africa-South America Summit (ASA) held from 23 to 27 September 2009, in Isla Margarita, Bolivarian Republic of Venezeula, and its importance for the advancement of the cooperation and bi-regional strategic partnership;

Reaffirmed their determined political commitment to continue strengthening coordination at the highest level of the Africa-South-America Cooperation Forum (ASACOF) and endeavoured to double their efforts in order to advance towards the achievement of their commendable objectives;

Welcomed the significant outcome of the I Working Meeting of the Strategic Presidential Working Committee, held in Caracas, Venezuela, on 6 August 2010, and endeavoured to encourage the fulfillment of the commitments assumed on that occasion;

Also welcomed the inauguration of the Executive Secretariat of the Strategic Presidential Working Committee in its present format for an initial three years with further elaboration to reflect the regional representation from Africa as well as the two founding members;

Congratulated Ambassador Jesus Arnaldo Perez for his appointment as Executive Secretary, wishing him success in the performance of his responsibilities and guaranteeing the full support of the ASACOF Member countries;

Welcomed the transfer of the Pro Tempore Secretariat of the Africa-South America Summit (ASA) from the Bolivarian Republic of Venezuela to the Great Socialist People’s Libyan Arab Jamahiriya, country host of the III ASA Summit;

Took note of the report presented by the Great Socialist People’s Libyan Arab Jamahiriya on its preparations of the forthcoming III Africa-South America Summit (ASA) in the Great Jamahiriya in the last quarter of 2011;

Reviewed the most urgent matters faced by the international community and agreed to undertake regular consultations regarding issues that might become threats to peace and security, as well as those relating to the forthcoming Summit on Climate Change to be held in Cancun, Mexico, in November 2010;

Commended the efforts deployed by the United Nations in the successful promotion of the Review Summit on the Millennium Development Goals, which took place on 20 September 2010, and committed to promote within ASA the execution of its conclusions;

As a result of deliberations held, the ASACOF Council of Ministers of Foreign Affairs has decided to:

1. Approve the Africa-South America Implementation Plan agreed in the Senior Officials Meeting held in Addis Ababa, Ethiopia, on 7 September 2010, and welcome proposals to its improvement as well as the integration of the Africa-South America Strategic Agenda 2010-2020;

2. Request the Executive Secretariat of the Strategic Presidential Working Committee as elaborated to start working as soon as possible in those areas of common action stipulated in the Africa-South America Implementation Plan 2010-2015;

Commended the Chairmanship of Ecuador of the Union of the South American Nations (UNASUR) and the upcoming Chairmanship of the Cooperative Republic of Guyana, as well as the election of former President Nestor Kirchner as Secretary-General of the aforementioned organization;

The Ministers of Foreign Affairs expressed their congratulation to the Bolivarian Republic of Venezuela on the holding of successful parliamentary elections on 26 September 2010;

The Ministers of Foreign Affairs further expressed their gratitude to the Bolivarian Republic of Venezuela and the African Union for the excellent organization of this important meeting.

DECLARAÇÃO FINAL DA III REUNIÃO DO CONSELHO DE CHANCELERES DO FÓRUM DE COOPERAÇÃO ÁFRICA-AMÉRICA DO SUL

Os Chanceleres, reunidos na cidade de Nova York, em 27 de setembro de 2010, com o objetivo de participar da III Reunião do Conselho de Chanceleres do Fórum de Cooperação África-América do Sul, em observância ao mandato especificado no parágrafo 95 da Declaração Final de Nova Esparta, aprovada em 27 de setembro de 2009 pelos Chefes de Estado e de Governo da África e da América do Sul; 

Expressaram satisfação com o resultado positivo da II Cúpula América do Sul-África (ASA), realizada entre 23 e 27 de setembro de 2009, em Ilha Margarita, na República Bolivariana da Venezuela, e sua importância para o avanço da cooperação e da estratégica parceria bi-regional;

Reafirmaram o seu resoluto compromisso político de dar continuidade ao fortalecimento da coordenação, no mais alto nível, do Fórum de Cooperação África-América do Sul (ASACOF) e comprometeram-se a duplicar seus esforços a fim de avançar em direção aos seus louváveis objetivos; 

Saudaram os resultados relevantes da I Reunião de Trabalho do Comitê Estratégico Presidencial, realizado em Caracas, na Venezuela, em 6 de agosto de 2010 e comprometeram-se a incentivar o cumprimento pleno dos compromissos assumidos naquela ocasião;

Saudaram, igualmente, a inauguração do Secretariado Executivo do Comitê Estratégico Presidencial em seu formato atual, para os três primeiros anos, a ser reelaborado no futuro para refletir a representação regional da África, bem como dos dois membros fundadores;

Congratularam-se com o Embaixador Jesús Arnaldo Perez por sua indicação para o cargo de Secretário-Executivo, desejando-lhe êxito no cumprimento de suas responsabilidades e garantindo o pleno apoio dos países membros da ASACOF;

Saudaram a transferência do Secretariado Pro Tempore da Cúpula América do Sul-África (ASA) da República Bolivariana da Venezuela para a Grande Jamairia Árabe Popular Socialista da Líbia, país anfitrião da III Cúpula ASA;

Tomaram nota do relatório apresentado pela Grande Jamairia Árabe Popular Socialista da Líbia sobre os preparativos para a III Cúpula América do Sul-África (ASA), na Grande Jamairia, no último trimestre de 2011;

Revisaram as questões mais urgentes enfrentadas pela comunidade internacional e concordaram em realizar consultas regulares a respeito de temas que se possam tornar ameaças à paz e à segurança, assim como aqueles relativos à próxima Cúpula sobre a Mudança do Clima, a ser realizada em Cancun, México, em novembro de 2010;

Para os esforços empreendidos pelas Nações Unidas na bem-sucedida promoção da Cúpula de Revisão dos Objetivos de Desenvolvimento do Milênio, realizada no dia 20 de setembro de 2010, e comprometeram-se a promover a execução das suas conclusões no âmbito da ASA;

Como resultado de suas deliberações, o Conselho de Chanceleres da ASACOF decidiu:

1. Aprovar o Plano de Implementação América do Sul-África, acordado na Reunião de Altos Funcionários realizada em Adis Abeba, Etiópia, no dia 7 de setembro de 2010, e acolher propostas para melhorá-lo, bem como integrar a Agenda Estratégica América do Sul-África 2010-2020;

2. Solicitar que o Secretariado Executivo do Comitê Estratégico Presidencial, na sua formação atual, comece a trabalhar, com a brevidade possível, nas áreas de ação comum estipuladas no Plano de Implementação América do Sul-África 2010-2015;

3. Parabenizar a Presidência do Equador da União de Nações Sul Americanas (UNASUL) e a próxima Presidência, da República Cooperativa da Guiana, assim como o ex-Presidente Nestor Kirchner por sua eleição como Secretário-Geral da organização;

4. Os Chanceleres felicitaram a República Bolivariana da Venezuela pelo sucesso na realização das eleições parlamentares de 26 de setembro de 2010;

5. Os Chanceleres também expressaram gratidão à República Bolivariana da Venezuela e à União Africana pela excelente organização desta importante reunião.
