Realizou-se hoje, 17 de agosto, em Porto Príncipe, a II Reunião da Comissão Interina para a Reconstrução do Haiti (CIRH). O encontro foi co-presidido pelo Primeiro-Ministro do Haiti, Jean-Max Bellerive, e pelo ex-Presidente dos Estados Unidos Bill Clinton, na sua capacidade de Enviado Especial do Secretário-Geral da ONU para o Haiti. A delegação brasileira foi chefiada pelo Subsecretário-Geral da América do Sul, Central e Caribe do Ministério das Relações Exteriores, Embaixador Antonio Simões.

 

A Comissão aprovou 29 projetos prioritários, com orçamento de US$ 1,66 bilhão. Dois deles – no valor de US$ 261 milhões (15,7%) – referem-se a iniciativas do Governo brasileiro: (i) cooperação na área de saúde (construção de unidades de pronto-atendimento, treinamento de agentes comunitários de saúde e aquisição de medicamentos e insumos); e (ii) cooperação para construção da barragem de Artibonite 4C (cujo estudo executivo, em elaboração pelo Instituto Militar de Engenharia do Exército brasileiro, foi doado pelo Brasil).

 

Dos 29 projetos aprovados, 11 já contam com recursos (US$ 635 milhões) para seu financiamento – entre eles, a cooperação brasileira na área da saúde. Os demais 18 projetos apresentam necessidades de financiamento no valor de US$ 1,02 bilhão, recursos que o Haiti espera arrecadar junto à comunidade internacional, conforme compromissos – que totalizaram mais de US$ 5 bilhões – assumidos na Conferência Internacional de Doares para um Novo Futuro do Haiti, realizada em 31 de março em Nova York.

 

A Comissão Interina para a Reconstrução do Haiti tem a responsabilidade de liderar e coordenar a implementação dos diversos projetos de reconstrução daquele país, ao longo dos próximos 18 meses. A Comissão é integrada por representantes do Governo e da sociedade civil haitianos, bem como dos principais doadores internacionais para o Haiti.

The 2nd Meeting of the Interim Haiti Recovery Commission (IHRC) was held on 17 August 2010, in Port-au-Prince. The meeting was presided by the Prime-Minister of Haiti, Jean-Max Bellerive, and by the former President of the United States, Bill Clinton, as UN Secretary-General’s Special Envoy for Haiti.  The Brazilian delegation was headed by the Undersecretary-General for South and Central America and the Caribbean of the Ministry of External Relations, Ambassador Antonio Simões.

The Committee approved 29 priority projects, with a US$ 1.66 billion budget.  Two of them – coming up at US$ 261 million (15.7%) – are related to Brazilian Government initiatives: (i) cooperation on health (constructing health clinics, training community health agents and procuring medication and supplies); and (ii)  cooperation to build the Artibonite 4C dam (whose executive study, under preparation by the Brazilian Army’s Engineering Institute, has been donated by Brazil).

11 of the 29 projects approved already have their financing budget (US$ 635 million) – including the Brazilian cooperation on health.  The remaining 18 projects need financing resources that amount to US$ 1.02 billion, which Haiti expects to receive from the international pledges – surpassing U$ 5 billion – made at the International Donors’ Conference Towards a New Future for Haiti, held on 31 March, in New York.

The Interim Haiti Recovery Commission is tasked with leading and coordinating the implementation of several reconstruction projects in that country, throughout the next 18 months.  The Committee comprises Haitian Government and civil society representatives, in addition to those form the main donor countries.
