O Brasil efetivou a doação de US$ 1 milhão ao Escritório do Alto Comissariado das Nações Unidas para Direitos Humanos (EACDH) para a expansão do programa de proteção a vítimas de violência sexual na República Democrática do Congo - RDC.

Por ocasião da visita a Kinshasa, em 11 de novembro (Nota à Imprensa nº 654), o Ministro Celso Amorim tratou do fortalecimento das ações da ONU com os representantes da Organização na RDC - o Representante Especial do SGNU, Roger Meece; a Vice-Represente Especial do SGNU, Leila Zerrouguio; o Diretor do Escritório Conjunto das Nações Unidas para os Direitos Humanos, Jean-Luc Marx; e a Representante Adjunta do ACNUR, Ndeye Ndour. As autoridades das Nações Unidas destacaram a gravidade do problema da violência sexual, principalmente no leste do país, e ressaltaram que a cooperação sul-sul financiada pelo Brasil permitirá ampliar a área de atuação dos programas da ONU, ao facilitar às vítimas a busca de reparação pelos abusos sofridos e assegurar acesso à justiça, o que contribui para combater a impunidade nas áreas de conflito.

A doação foi anunciada durante encontro, em Genebra, do Ministro Celso Amorim com a Alta Comissária das Nações Unidas para os Direitos Humanos, Navanathem Pillay, em setembro passado, quando o Ministro reafirmou a intenção do Governo brasileiro de promover melhorias efetivas a vítimas de violações de direitos humanos no terreno, sobretudo no marco do Memorando de Entendimento sobre a Cooperação Sul-Sul em Matéria de Direitos Humanos. O MOI, assinado em novembro de 2009, durante a visita da Alta Comissária ao Brasil, visa a facilitar ações de cooperação voltadas à implementação de recomendações dirigidas a países pelos mecanismos do sistema de direitos humanos da ONU, em particular o Mecanismo de Revisão Periódica Universal (RPU).

O fortalecimento da assistência técnica e da criação de capacidades são essenciais para implementar recomendações emanadas do sistema de direitos humanos da ONU e para trazer benefícios diretos às vítimas de violações de direitos humanos.

Brazil has donated US$ 1 million to the Office of the United Nations High Commissioner for Human Rights (OHCHR) to expand the protection program for victims of sexual violence in the Democratic Republic of the Congo (DRC).
 
During his visit to Kinshasa on 11 November 2010 (see Press Release #654), Minister Celso Amorim discussed the furthering UN actions with representatives from the Organization in the DRC – the UNSG Special Representative, Roger Meece; the UNSG Deputy Representative, Leila Zerrouguio; the Director of the United Nations Joint Office for Human Rights, Jean-Luc Marx; and the Joint Representative for the UNHCR, Ndeye Ndour. The United Nations officials pointed out the seriousness of the sexual violence problem, especially in the eastern region of the country, and stressed that South-South cooperation sponsored by Brazil will allow the expansion of the scope of the UN programs, by allowing the victims to seek reparation for the abuses they endured and ensure access to justice, a contribution to the fight against impunity in the conflict areas.
 
The donation was announced during a meeting, in Geneva, between Minister Celso Amorim and the United Nations High Commissioner for Human Rights, Navanathem Pillay, last September, when Minister Amorim reaffirmed the willingness of the Brazilian Government to foster effective improvement to victims of human rights violations on the field, especially under the Memorandum of Understanding on Human Rights South-South Cooperation.  The MoU, signed in November 2009, during the visit the High Commisioner paid to Brazil, provides for the facilitation of cooperation actions that aim at implementing recommendations made to the countries by the UN human rights mechanisms, in particular the Universal Periodic Review (UPR) Mechanism.
 
The strenghtening of technical assistance and capacity-building are essential to implement the recommendations arising from the UN human rights system and to bring about direct benefit to victims of human rights violations.
