O Ministro de Estado das Relações Exteriores, Antonio de Aguiar Patriota, participa hoje, 21 de outubro de 2011, do encerramento da Conferência Mundial sobre Determinantes Sociais da Saúde (CMDSS), organizada pelo Governo brasileiro e pela Organização Mundial de Saúde (OMS), entre os dias 19 e 21 de outubro de 2011, na cidade do Rio de Janeiro.

A Conferência é o maior encontro organizado pela OMS fora de sua sede em Genebra desde a Conferência de Alma Ata, em 1978. Foi resultado da resolução da Assembleia Mundial da Saúde, que acordou a realização de evento global, a fim de aprofundar a discussão sobre os determinantes sociais da saúde, que são o conjunto de fatores sociais, econômicos, culturais, étnicos/raciais, psicológicos e comportamentais que influenciam a ocorrência de problemas de saúde e fatores de risco na população. Participaram mais de setecentos delegados, entre os quais aproximadamente sessenta ministros da saúde de mais de cem países.

Em seu discurso, o Ministro destaca a importância da promoção da saúde pública e a redução das injustiças sociais. Reafirma que a saúde é um direito humano universal e indivisível. Defende o acesso universal a medicamentos, por meio da plena implementação da Estratégia Global da OMS sobre Saúde Pública, Inovação e Propriedade Intelectual, que prevê o recurso às flexibilidades contidas no Acordo TRIPS (acordo da OMC sobre propriedade intelectual), conforme interpretação emanada da Declaração de Doha sobre TRIPS e Saúde Pública, de 2001.

O Ministro lembra também a relação entre saúde e desenvolvimento sustentável, na medida em que políticas de promoção e proteção na área de saúde trazem benefícios para o bem estar social, para a economia e para o meio ambiente. A Conferência Mundial sobre Determinantes Sociais da Saúde (CMDSS) pode ser vista, nesse contexto, como um evento significativo na perspectiva da realização da Conferência das Nações Unidas sobre Desenvolvimento Sustentável – Rio + 20.

O Ministro ressalta ainda que a ação sobre os determinantes sociais é fundamental na maximização de esforços de Governos e da comunidade internacional, com vistas a atingir os Objetivos de Desenvolvimento do Milênio.

On 21 October 2011, the Minister of External Relations, Antonio de Aguiar Patriota, took part in the closing ceremony of the World Conference on Social Determinants of Health (WCSDH), held by the Brazilian Government and the World Health Organization (WHO), between 19 and 21 October 2011, in Rio de Janeiro.

The Conference is the largest event held by the WHO outside its Geneva headquarters since the 1978 Alma Ata Conference. It was the result of a World Health Assembly resolution which agreed upon a global event to further the debate on the social determinants of health, which are the set of social, economic, cultural, ethnic/racial, psychological and behavioral factors that influence the occurrence of health problems and risk factors within the population. Over seven hundred delegates are expected to participate, among whom are approximately sixty health ministers, from more than one hundred countries.

In his address, the Minister highlighted the importance of promoting public health and the reduction of social injustice. He reaffirms the fact that health is a universal and indivisible human right. He defended the need for universal access to medication, by means of the full implementation of the WHO Global Strategy on Public Health, Innovation and Intellectual Property, which provides for resorting to the flexibilities in the TRIPS Agreement (WTO agreement on intellectual property), as per the interpretation arising from the Doha Declaration on TRIPS and Public Health, in 2001.

The Minister also recalled the relationship between health and sustainable development, as health promotion and protection policies are beneficial to social welfare, the economy and the environment. In this context, the World Conference on Social Determinants of Health (WCSDH) can be taken as a significant event from the perspective of the United Nations Conference on Sustainable Development – Rio + 20, to be held next year.

The Minister also highlighted that action on social determinants is fundamental to maximize the efforts by Governments and the international community with a view to achieving the Millennium Development Goals.
