NÓS, os Ministros da América do Sul e da África, reunidos em Malabo, Guiné Equatorial, de 24 a 25 de novembro de 2011;

EXPRESSANDO nosso agradecimento ao Governo e ao povo da República da Guiné Equatorial pela sua calorosa recepção e hospitalidade generosa e por ter acolhido, dirigido e organizado a IV Reunião do Conselho de Chanceleres do Fórum América do Sul-África (ASA) com tamanha excelência;

EXPRESSANDO igualmente muita satisfação e apreço pela presença de Sua Excelência, Obiang Nguema Mbasogo, Presidente da República da Guiné Equatorial e atual Presidente da União Africana na cerimônia de abertura da IV Reunião Ministerial para proferir o seu discurso de abertura;

ENFATIZANDO a relevância da Declaração de Abuja, de 30 de novembro de 2006, e da Declaração de Nueva Esparta, Isla Margarita, de 27 de setembro de 2009, assim como os esforços empreendidos desde então para consolidar o processo de cooperação e a parceria estratégica entre as duas Regiões;

REAFIRMANDO o compromisso, tal como enunciado na Declaração de Nueva Esparta, de continuar a reforçar os laços entre nossas duas regiões e de fomentar e fortalecer a cooperação nas diversas áreas de interesse mútuo;

CONSIDERANDO os laços históricos, econômicos, sociais e culturais profundamente enraizados e que inspiram essa relação;

RECONHECENDO a ativa participação das populações afro-descendentes no processo de independência, na formação das identidades nacionais e no desenvolvimento da América do Sul, bem como a contribuição dos países da América do Sul para a consolidação da independência política e para o desenvolvimento do continente africano como parte desse processo;

REAFIRMANDO o nosso compromisso de fomentar a cooperação Sul-Sul como um dos objetivos principais de ambas as regiões, conforme estipulado no Plano de Implementação América do Sul–África 2010-2015;

CONCORDANDO em reforçar a contribuição e o papel da União Africana (UA) e da União das Nações Sul-Americanas (UNASUL) na consolidação da nossa parceria;

ELOGIANDO os esforços empreendidos até agora pelo Grupo de Coordenação da ASA no sentido de intensificar a cooperação entre a África e a América do Sul e de promover um multilateralismo efetivo para o benefício mútuo dos Estados e dos povos das duas regiões, recordando os resultados da nossa III Reunião realizada em Nova York, Estados Unidos da América, em 27 de setembro de 2010 e da I Reunião de Trabalho da Mesa Estratégica Presidencial, realizada em Caracas, em 6 de agosto de 2010;

RECONHECENDO que a África e a América do Sul dispõem de meios significativos para enfrentar os efeitos negativos da mudança do clima e para promover o desenvolvimento sustentável e a erradicação da pobreza em ambas as regiões; e RECONHECENDO igualmente a relevância e a importância estratégica da realização das próximas sessões da COP-17, em Durban (África do Sul), de 28 de novembro a 9 de dezembro de 2011, e da Rio+20, no Rio de Janeiro, de 20 a 22 de junho de 2012;

ACORDAMOS EM:

1. RENOVAR o nosso compromisso em relação à execução de projetos e programas concretos contidos no Plano de Ação da ASA dentro de um prazo definido;

2. ACOLHER também os projetos de curto prazo identificados pelo lado africano e CONVOCAR os Grupos de Trabalho da ASA para a realização de reuniões birregionais destinadas a priorizar projetos de curto prazo para execução imediata;

3. ENCORAJAR a execução de projetos com recursos nacionais e regionais já existentes e também com o apoio de bancos e agências internacionais de desenvolvimento, sem prejuízo da utilização de outras fontes de financiamento;

4. ENDOSSAR a aprovação do Regulamento da Mesa Estratégica Presidencial da Cúpula América do Sul–África;

5. RECONHECER a necessidade de esclarecer as modalidades de funcionamento da Mesa Estratégica Presidencial e do seu Secretariado Permanente, em relação a sua estrutura, pessoal, composição, financiamento, custos, entre outros aspectos, com vistas a assegurar as respectivas competências das instâncias;

6. SOLICITAR ao Secretário Executivo do Secretariado Permanente acima mencionado, que organize um Grupo de Trabalho conjunto ad hoc composto por representantes das duas regiões, a Comissão da União Africana, a Secretaria-Geral da UNASUL para conduzir um estudo sobre o financiamento do Secretariado Permanente e sobre a criação de um Fundo Fiduciário para a implementação de projetos, apresentando recomendação apropriadas sobre o tema, no prazo de seis meses, à Cúpula da ASA, por meio da Reunião Ministerial;

7. RECOMENDAR a organização de um fórum birregional de comércio, à margem da próxima Cúpula; e SOLICITAR que o Grupo de Trabalho sobre Comércio, Investimento e Turismo comece a trabalhar na preparação daquele evento. O Grupo de Trabalho deverá apresentar seus resultados ao Grupo de Coordenação até maio de 2012;

8. RECOMENDAR igualmente que o Grupo de Trabalho sobre Cultura e Educação organize uma exposição cultural no âmbito da próxima Cúpula. Nesse sentido, SOLICITAR que todos os Estados membros da ASA participem do evento;

9. LEMBRAR que o Grupo de Coordenação do Fórum América do Sul–África constitui o Mecanismo de Seguimento do Agrupamento, reportando aos Altos Funcionários de ambas as partes;

10. REITERAR que o Mecanismo de Seguimento será responsável por propor novas iniciativas, empreender ações relativas aos programas e projetos previamente acordados e avaliar o progresso de sua implementação, assim como disseminar informação sobre acordos de cooperação;

11. EXORTAR os Estados membros a prestarem o apoio necessário ao Mecanismo de Seguimento no cumprimento do seu mandado;

12. Com vistas a assegurar a efetiva aplicação deste Comunicado e do Plano de Implementação, NÓS EXORTAMOS, como previamente acordado que:

I. Os Ministros reunir-se-ão, em função da necessidade, para garantir a execução das decisões;

II. Encontros birregionais de Altos Funcionários terão lugar, uma vez ao ano ou quando necessário para informar sobre o andamento das decisões e dos projetos da ASA;

III. O Grupo de Coordenação reunir-se-á para acompanhar as decisões Ministeriais e as dos Chefes de Estado e de Governo, e para apresentar recomendações às Cúpulas;

IV. Os Grupos de Trabalho deverão reunir-se regularmente com vista a assegurar a plena execução dos projetos acordados;

V. No período entre as Cúpulas, serão realizadas outras reuniões em formato e nível a definir pelos Governos das duas regiões.

13. RECORDAR o Plano de Ação de Abuja, que estabelece que a Cúpula da ASA seja realizada a cada dois (2) anos e RECOMENDAR que o intervalo entre as Cimeiras passe para três (3) anos;

14. ENCORAJAR todos os Estados membros do ASACOF a participarem ativamente na COP-17, em Durban (África do Sul) e na Rio+20 (Rio de Janeiro), a fim de coordenarem posições, o máximo possível, de modo a assegurar representação no mais Alto Nível, assim como uma melhor avaliação dos seus interesses nas áreas do desenvolvimento sustentável e da proteção ambiental;

15. DAR AS BOAS VINDAS à República do Sudão do Sul como membro do Fórum de Cooperação América do Sul–África (ASACOF);

16. RECOMENDAR que a III Cúpula da ASA seja realizada em 15 e 16 de maio de 2012, em Malabo, Guiné Equatorial.

Joint Communiqué of the IV Meeting of the Council of Foreign Ministers - Africa–South America Cooperation Forum (ASACOF) - Malabo, 24-25 November 2011

WE, the Ministers of Africa and South America, meeting in Malabo, Equatorial Guinea, on 24 and 25 November 2011;

EXPRESSING our appreciation to the Government and people of the Republic of Equatorial Guinea for their warm reception and generous hospitality and for hosting, conducting and organizing the IV Africa-South America Ministerial meeting with such excellence;

ALSO EXPRESSING great satisfaction and appreciation for the presence of H.E. Obiang Nguema Mbasogo, President of the Republic of Equatorial Guinea and current Chairperson of the African Union at the opening ceremony of the IV Ministerial Meeting for his keynote address;

EMPHASISING the relevance of the Abuja Declaration of 30 November 2006 and the Declaration of Nueva Esparta, Isla de Margarita, Bolivarian Republic of Venezuela, on 27 September 2009, as well as the efforts that have been made since then to consolidate the process of cooperation and strategic partnership between our two Regions;

AFFIRMING the commitment, as contained in the Declaration of Nueva Esparta, to continue strengthening the links between our two Regions and to foster and enhance cooperation in various areas of mutual interest;

CONSIDERING the deeply rooted historical, economic, social and cultural ties that have inspired this relationship;

ACKNOWLEDGING the active participation of Afro-descendant populations in the process of independence, in shaping of national identities and in the development of South America as well as the contribution of South American countries to the consolidation of political independence, and development on the African continent as part of this process;

REAFFIRMING our commitment to foster South-South Cooperation as a major objective of both Regions, as encapsulated in the Africa – South America Implementation Plan 2010 – 2015;

AGREEING to strengthen the contribution and role of both the African Union (AU) and the Union of the South American Nations (UNASUR) in the consolidation of our partnership;

COMMENDING the efforts undertaken so far by the Coordination Group of ASA to intensify cooperation between Africa and South America and also to promote effective multilateralism for the mutual benefit of the states and peoples of the two Regions;

RECALLING the outcomes of our 3rd meeting held in New York, United States of America, on 27 September 2010 and the 1st Working Meeting of the Strategic Presidential Committee held in Caracas, Venezuela, on 6 August 2010;

RECOGNIZING that Africa and South America have great assets for combating the harmful effects of climate change and for promoting sustainable development and poverty eradication in both Regions; and ALSO RECOGNIZING in this regard, the relevance and strategic importance of holding the next sessions of COP-17 in Durban, South Africa from 28 November to 9 December 2011, and Rio +20 in Rio de Janeiro, Brazil from 20 to 22 June 2012.

AGREE TO:

1. RENEW our commitment to the implementation of concrete projects and programmes of the ASA Implementation Plan within a timeframe.

2. WELCOME also the identified short-term projects by the African side and CALL UPON the ASA Working Groups to hold bi-regional meetings aimed at prioritizing the short-term projects for immediate implementation, in early 2012;

3. ENCOURAGE the implementation of projects with existing national and regional resources as well as with the support of relevant development international banks and agencies, and without prejudice to other sources of financing.

4. ENDORSE the approved Regulations of the Strategic Presidential Committee of the Africa – South America Summit;

5. REGOGNISE the need for clarity on the modalities for the functioning of the Strategic Presidential Committee and its Permanent Secretariat with regard to their structure, staffing, membership, funding and financial implications, among other things, in order to ensure proper ownership of the institutions;

6. REQUEST the Executive Secretary of the above mentioned Permanent Secretariat to convene a joint ad hoc Working Group made up of representatives of the two Regions, the AU Commission and the UNASUR Secretariat, to carry out a study on the financing of the Permanent Secretariat and on the establishment of a trust fund for the implementation of projects and make appropriate recommendations thereon within six mouths to the ASA Summit through ASA Ministerial Meeting;

7. RECOMMEND the organization of a bi-regional Trade Forum within the framework of its next Summit; and REQUEST the Working Group on Trade, Investment and Tourism to start working on the organization of that event . The Working Group should present its report to the Coordination Group by May 2012;

8. ALSO RECOMMEND that the Working Group on Culture and Education should organize a Cultural Exhibition within the framework of the next Summit. And in this regard, REQUEST all ASACOF Members to consider participating at that event.

9. RECALL that the Africa-South America Coordination Group constitutes the Follow-up Mechanism and reports to the High-Level Officials of both sides.

10. REITERATE that the Follow-up Mechanism shall be responsible for proposing new initiatives, undertaking actions on previously agreed programmes and projects, reviewing the progress of their implementation and disseminating information about cooperation arrangements.

11. URGE Member States to give the Follow-up Mechanism the necessary support in the fulfillment of its mandate

12. In order to ensure effective implementation of this Communiqué and the Implementation Plan, WE URGE, as previously decided, that:

I. Ministers shall meet, as may be necessary, to ensure implementation of decisions;

II. Bi-regional meetings of Senior Officials shall take place, once a year, or as may be necessary, to prepare updates on implementation;

III. The Coordination Group shall meet, to follow-up on Ministerial and Summit decisions, and submit recommendations to Summits;

IV. Regular meetings of the various Working Groups shall take place, to ensure the full implementation of agreed projects;

V. In the period between Summits, other meetings shall be held, in the form and at the level that the Governments of the two regions may decide;

13. RECALL the Abuja Plan of Action, which calls for the ASA Summit to be held every two (2) years and RECOMMEND that this be changed to three (3) years intervals.

14. ENCOURAGE all Member States of ASACOF to participate actively in COP-17, in Durban, South Africa, and in Rio +20, in Rio de Janeiro, Brazil to coordinate their positions as far as possible, to ensure representation at the highest level, as well as better consideration of their interest in the areas of sustainable development and environmental protection;

15. WELCOME the Republic of South Sudan as a new Member of Africa-South America Cooperation Forum;

16. RECOMMEND that the 3rd ASA Summit be held on 15 and 16 May 2012, in Malabo, Equatorial Guinea.
