A Declaração Conjunta firmada por Brasil, Turquia e Irã no último dia 17, em Teerã (nota nº 310), foi encaminhada hoje, 19 de maio, aos membros do Conselho de Segurança das Nações Unidas, por meio da seguinte carta (tradução não-oficial do original em inglês, que segue após o texto em português):

"Excelência,

            Temos o prazer de encaminhar, em anexo, cópia da ‘Declaração Conjunta de Irã, Turquia e Brasil’, que foi emitida pelo Exmo. Sr. Mahmoud Ahmadinejad, Presidente da República Islâmica do Irã, pelo Exmo. Sr. Luiz Inácio Lula da Silva, Presidente da República Federativa do Brasil, e pelo Exmo. Sr. Recep Tayyip Erdoğan, Primeiro-Ministro da República da Turquia, em Teerã, em 17 de maio de 2010. A Declaração Conjunta foi assinada pelo Exmo. Sr. Manucher Mottaki, Ministro dos Negócios Estrangeiros da República Islâmica do Irã, pelo Exmo. Sr. Ahmet Davutoğlu, Ministro dos Negócios Estrangeiros da República da Turquia e pelo Exmo. Sr. Celso Amorim, Ministro das Relações Exteriores da República Federativa do Brasil.

            A Declaração Conjunta realça o direito de desenvolver pesquisa, produção e uso de energia nuclear para fins pacíficos ao mesmo tempo que sublinha a forte convicção dos três países de que a troca de combustível nuclear ensejará oportunidade de começar um processo prospectivo que almeja criar uma atmosfera positiva, construtiva e não-confrontacional, conducente a uma era de interação e cooperação.

A Declaração reflete, nesse contexto, a clara concordância do Irã em depositar 1200 quilos de urânio levemente enriquecido (LEU) na Turquia. Ela também estabelece um roteiro realista e factível que leve a acordos e arranjos necessários que serão negociados entre as partes diretamente envolvidas, dentro de prazos especificados, para o fornecimento de 120 quilos de combustível nuclear necessários para o Reator de Pesquisas de Teerã (TRR) em troca do LEU depositado.

Temos plena confiança de que o grupo P5+1 examinará a Declaração Conjunta com vistas a preparar o caminho para o reabastecimento do TRR da forma mais eficiente e efetiva, considerando aspectos relativos ao programa nuclear iraniano e a temas de interesse mútuo, por meio de um diálogo construtivo.

O Brasil e a Turquia estão convencidos de que é hora de dar uma chance às negociações e evitar medidas prejudiciais à solução pacífica desta questão.

         We have the pleasure to enclose herewith the copy of the ‘Joint Declaration by Iran, Turkey and Brazil’, which was issued by H.E. Mr. Mahmoud Ahmadinejad, President of the Islamic Republic of Iran, H.E. Mr. Luiz Inacio Lula da Silva, President of the Federative Republic of Brazil and H.E. Mr. Recep Tayyip Erdoğan, Prime Minister of the Republic of Turkey, in Tehran on 17 May 2010. The Joint Declaration was signed by H.E.Manucher Mottaki, Minister of Foreign Affairs of the Islamic Republic of Iran, H.E. Ahmet Davutoğlu, Minister of Foreign Affairs of the Republic of Turkey and H.E. Celso Amorim, Minister of External Relations of the Federative Republic of Brazil.

         The Joint Declaration highlights the right to develop research, production and use of nuclear energy for peaceful purposes while underlining the strong conviction of three countries that the nuclear fuel exchange will provide an opportunity to begin a forward-looking process aiming at creating a positive, constructive, non-confrontational atmosphere leading to an era of interaction and cooperation.

The Declaration reflects, in this context, Iran’s clear agreement to deposit 1200kg low enriched uranium (LEU) in Turkey. It also lays down a realistic and achievable road map leading to necessary agreements and arrangements which are to be negotiated between the parties directly involved, within specified timelines, for the provision of 120 kg nuclear fuel needed for the Tehran Research Reactor (TRR) in return for the deposited LEU.

We have full confidence that the P5 plus 1 will review the Joint Declaration with a view to paving the way both for the refueling of the TRR in the most efficient and effective manner and considering issues related with the Iranian nuclear programme and the broader issues of mutual concern, through constructive dialogue.

Brazil and Turkey are convinced that it is time to give a chance for negotiations and to avoid measures that are detrimental to a peaceful solution of this matter.
