MEMORANDO DE ENTENDIMENTO ENTRE O MINISTÉRIO DAS RELAÇÕES EXTERIORES DA REPÚBLICA FEDERATIVA DO BRASIL E O MINISTÉRIO DOS NEGÓCIOS ESTRANGEIROS DA ESTONIA SOBRE CONSULTAS POLÍTICAS

O Ministério das Relações Exteriores da República Federativa do Brasil
e
O Ministério dos Negócios Estrangeiros da Estônia
(doravante denominados "Partes"),
e
O Ministério dos Negócios Estrangeiros da Estônia
(doravante denominados "Partes"),
Orientados pelos princípios de respeito pela soberania, igualdade e não- intervenção nos assuntos internos, de acordo com a Carta das Nações Unidas;
Considerando serem benéficos para ambas as Partes o estabelecimento de consultas políticas e o intercâmbio de opiniões, em diferentes níveis, sobre temas das relações bilaterais e problemas regionais e internacionais de interesse mútuo,
Chegaram ao seguinte entendimento:
Artigo 1
As Partes organizarão, de comum acordo, reuniões regulares de consultas políticas sobre assuntos de sua competência, em conformidade com suas respectivas legislações nacionais.
Artigo 2
As reuniões serão realizadas alternadamente em Brasília e Talim. O nível das delegações, as datas e a agenda das reuniões serão estabelecidos por via diplomática.
Artigo 3
As Partes poderão, de comum acordo, formar grupos de trabalho ou grupos de peritos para o exame de questões específicas. Quando considerado oportuno, poderão convidar para participar desses grupos representantes de outras entidades governamentais e não-governamentais, ou terceiros.
Artigo 4
As Partes estimularão a cooperação entre seus respectivos representantes no âmbito dos organismos e foros internacionais.
Artigo 5
1. Este Memorando de Entendimento entrará em vigor na data de sua assinatura e terá validade de cinco (5) anos, sendo automaticamente renovado por períodos de um (1) ano.
2. Qualquer uma das Partes poderá expressar, a qualquer momento, sua intenção de denunciar este Memorando, por via diplomática, a. A denúncia terá efeito seis (6) meses após a data de sua notificação.
Feito em Talim, em 17 de junho de 2010, em 2 exemplares originais nos idiomas português, estoniano e inglês, sendo todos os textos igualmente autênticos. Em caso de divergência, prevalecerá o texto em inglês.

MEMORANDUM OF UNDERSTANDING BETWEEN THE MINISTRY OF EXTERNAL RELATIONS OF THE FEDERATIVE REPUBLIC OF BRAZIL AND THE MINISTRY OF FOREIGN AFFAIRS OF ESTONIA ON POLITICAL CONSULTATIONS
The Ministry of External Relations of the Federative Republic of Brazil
and
The Ministry of Foreign Affairs of Estonia
(hereinafter referred to as "Parties"),
and
The Ministry of Foreign Affairs of Estonia
(hereinafter referred to as "Parties"),
Guided by the principles of respect for sovereignty, equality and non-interference in internal affairs, in accordance with the Charter of the United Nations;
Considering the benefits for both Parties of the establishment of political consultations and of the exchange of opinions, on different levels, on subjects of bilateral relations and regional and international issues of common interest,
Have reached the following understanding:
Article I
The Parties will organize, upon mutual agreement, regular meetings for political consultations on topics that fall within their scope according to their national legislation.
Article II
The meetings will take place alternately in Brasilia and in Tallinn. The level of the delegations, the dates and the agenda of the meetings will be established through diplomatic channels.
Article III
The Parties may, upon mutual agreement, establish working groups or groups of experts for the exam of specific matters. When deemed convenient, the Parties may invite representatives from other governmental and non-governmental bodies or third parties to take part in such groups.
Article IV
The Parties will stimulate the cooperation between their respective representatives in the context of international organizations and forums.
Article V
1. This Memorandum of Understanding shall come into force upon its signature and shall remain in force for a term of 5 (five) years, when it shall be automatically extended for further terms of 1 (one) year.
2. Any of the Parties may express, at any time, its intention to terminate this Protocol, through diplomatic channels. Termination shall be effective 6 (six) months after the date of notification.
Done in Talim, on June 17TH 2010, in two originals, each in the Portuguese, Estonian and English languages, all texts being equally authentic. In case of divergence of interpretation of this Memorandum of Understanding, the English text shall prevail.
