Memorando de Entendimento entre o Ministério das Relações Exteriores da República Federativa do Brasil e o Ministério dos Negócios Estrangeiros do Reino da Noruega sobre a Criação de Um Mecanismo de Consultas Políticas

O Ministro das Relações Exteriores da República Federativa do Brasil
e
O Ministro dos Negócios Estrangeiros do Reino da Noruega (doravante denominados "Partes"),

Desejando intensificar as consultas políticas entre as duas Partes;

Com o objetivo de estabelecer um mecanismo prático e eficiente para consulta sobre questões de interesse,

Chegaram ao seguinte entendimento:

Artigo I

1. As Partes acordam convocar reuniões periódicas para discutir políticas destinadas ao fortalecimento das relações entre os dois países.

2. As Partes acordam igualmente proceder a consultas sobre assuntos bilaterais, regionais e multilaterais de interesse mútuo ou de interesse de qualquer das Partes.

Artigo II

Quando necessário, as Partes poderão convocar reuniões ad hoc para discutir questões de interesse mútuo que exigem rápida troca de pontos de vista.

Artigo III

Salvo entendimento em contrário, as Partes realizarão reuniões anuais, alternadamente no Brasil e na Noruega, ou à margem de reuniões de organizações internacionais.

Artigo IV

1. As reuniões podem ser presididas pelos Ministros dos Negócios Estrangeiros, Secretários de Estado (Vice-Ministros), Secretários-Gerais das Relações Exteriores ou Chefes de Departamento.

2. As datas e a agenda das reuniões serão determinadas com antecedência por via diplomática.

Artigo V

As Partes acordam que o presente Memorando de Entendimento não cria obrigações legais entre os Governos da República Federativa do Brasil e do Reino da Noruega.

Artigo VI

1. Este Memorando de Entendimento terá efeitos na data de sua assinatura.

2. Este Memorando de Entendimento poderá ser denunciado a qualquer momento, por via diplomática.

Assinado em Brasília, em 30 de março de 2011, em dois originais, nos idiomas português e inglês, sendo ambos os textos igualmente autênticos.

Memorandum of Understanding Between the Ministry of External Relations of the Federative Republic of Brazil and the Ministry of Foreign Affairs of the Kingdom of Norway on the Establishment of a Mechanism for Political Consultations

The Minister of External Relations of the Federative Republic of Brazil
and
The Minister of Foreign Affairs of the Kingdom of Norway (hereinafter referred to as “the Parties”),

Desiring to intensify political consultations between the two Parties;

Aiming to establish a practical and efficient mechanism for consultation on issues of interest,

Have reached the following understanding:

Article I

1. The Parties agree to convene regular meetings in order to conduct discussions on policies aimed at strengthening relations between the two countries.

2. The Parties also agree to hold consultations on bilateral, regional and multilateral matters of mutual interest or of interest to either Party.

Article II

When necessary, the Parties may convene ad hoc meetings to discuss issues of mutual interest that require prompt exchange of views.

Article III

Unless otherwise agreed, the Parties will hold meetings on an annual basis, alternately in Brazil and in Norway, or on the margins of meetings of international organizations.

Article IV

1. The meetings may be chaired by Ministers of Foreign Affairs, State Secretaries (Deputy Ministers), Secretaries General of Foreign Affairs or Heads of Department.

2. The dates and agenda of meetings will be determined in advance through diplomatic channels.

Article V

The Parties agree that this Memorandum of Understanding does not create legal obligations between the Governments of the Federative Republic of Brazil and the Kingdom of Norway.

Article VI

1. This Memorandum of Understanding will come into effect upon signature.

2. This Memorandum of Understanding may be terminated at any time, through diplomatic channels.
