MEMORANDO DE ENTENDIMENTO ENTRE O MINISTÉRIO DAS RELAÇÕES EXTERIORES DA REPÚBLICA FEDERATIVA DO BRASIL E O MINISTÉRIO DOS NEGÓCIOS ESTRANGEIROS DA REPÚBLICA DO CHIPRE PARA O ESTABELECIMENTO DE UM MECANISMO DE CONSULTAS POLÍTICAS

(doravante denominados "Partes"),

Desejando desenvolver e reforçar suas relações amigáveis e aumentar o entendimento mútuo e a cooperação entre seus Ministérios responsáveis pelas relações exteriores;

Reconhecendo os benefícios de tais consultas e da troca de pontos de vista sobre diferentes níveis das relações bilaterais e assuntos internacionais de interesse comum;

Almejando estabelecer um mecanismo prático e eficiente de consultas políticas; e

Reafirmando sua adesão aos princípios e objetivos da Carta das Nações Unidas,

Chegaram ao seguinte entendimento:

Artigo 1

As Partes manterão consultas regulares para avaliar suas relações bilaterais, trocar pontos de vista sobre temas bilaterais e internacionais e coordenar suas posições em assuntos de interesse comum no âmbito de instituições e fóruns internacionais. As consultas incluirão aspectos políticos, econômicos, comerciais, científicos, técnicos e culturais das relações bilaterais.

As Embaixadas de ambas as Partes em terceiros países, bem como suas missões em organizações internacionais, também reforçarão contatos tendo em vista a coordenação em temas de interesse comum.

Artigo 2

No âmbito de suas competências relevantes, as Partes colaborarão para estabelecer e desenvolver relações entre suas instituições governamentais.

Artigo 3

As Partes manterão, alternadamente nas capitais de cada um dos países, consultas a cada 2 (dois) anos, ou quando considerado necessário, em nível de Ministros, Vice-Ministros, Secretários-Gerais, Subsecretários, Diretores-Gerais, ou outros funcionários de alto nível, em nível equivalente, de ambos os Ministérios.

Com vistas a manter as consultas supramencionadas, as Partes coordenarão, por via diplomática, com antecedência suficiente, data, local, agenda e participantes da reunião.

Artigo 4

Quaisquer modificações ou emendas ao presente Memorando de Entendimento serão efetuadas pelo consenso mútuo das Partes, expresso por escrito, por via diplomática.

Artigo 5

A duração deste Memorando de Entendimento é de 5 (cinco) anos, a partir de sua vigência, na data de sua assinatura, e será renovada automaticamente por igual período ou períodos, a não ser que seja denunciado, 6 (seis) meses antes do término, por uma das Partes, sob a forma de nota escrita enviada à outra Parte por via diplomática.

A denúncia terá efeito 3 (três) meses depois da data da notificação à outra Parte.

Assinado no Rio de Janeiro, no dia 28 de maio de 2010, em dois originais em português e inglês, sendo todos os textos igualmente autênticos. Em caso de divergência de interpretação, prevalecerá o texto em inglês.

MEMORANDUM OF UNDERSTANDING BETWEEN THE MINISTRY OF EXTERNAL RELATIONS OF THE FEDERATIVE REPUBLIC OF BRAZIL AND THE MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF CYPRUS FOR THE ESTABLISHMENT OF A MECHANISM FOR POLITICAL CONSULTATIONS

and
The Ministry of Foreign Affairs of the Republic of Cyprus
(hereinafter referred to as "Parties"),

Desiring to further developing and strengthening their friendly relations and to increase mutual understanding and cooperation between their Ministries in charge of foreign affairs;

Recognizing the benefits of those consultations and exchange of views at different levels of bilateral relations and international affairs of common interest;

Aiming at establishing a practical and efficient mechanism of political consultations; and

Reaffirming their adherence to the principles and aims of the United Nations Charter,

Have reached the following understanding:

Article 1

The Parties will carry out regular consultations to evaluate their bilateral relations, to exchange points of view about bilateral and international issues and to coordinate their positions on subjects of mutual interest within the framework of institutions and international fora. Consultations will include political, economic, commercial, scientific, technical and cultural aspects of bilateral relations.

The Embassies of both Parties in third countries, as well as the missions to the international organizations, will also strengthen contacts for coordination on issues of common interest.

Article 2

Within the framework of their relevant competence, the Parties will collaborate to establish and develop relations between their governmental institutions.

Article 3

The Parties will carry out consultations every two (2) years, alternately at the capital cities of either countries, or when deemed necessary, at the level of Ministers, Deputy Ministers, General Secretaries, Permanent Secretaries, General Directors, or other high-level officials of either Ministries and at the same level.

In order to carry out the above mentioned consultations, the Parties will coordinate sufficiently in advance the date, venue, agenda and Parties of the meeting, through diplomatic channels.

Article 4

Any modifications or amendments to the present Memorandum of Understanding will be effected by the Parties’ mutual consent expressed in writing, through diplomatic channels.

Article 5

The duration of this Memorandum of Understanding is five (5) years, coming into effect on the date of its signature, and it will be automatically renewed for similar period or periods, unless earlier terminated by either Participant upon a 6 (six) month prior written notice communicated to the other, through the diplomatic channel.

Termination shall take effect three (3) months after the date of the notification to the other Participant.

Done in Rio de Janeiro, on the 28th day of May of the year 2010 in two original copies, each in Portuguese and English, both texts being equally authentic. In case of any divergence of interpretation, the English text shall prevail.
