The Cook Islands is a representative democracy with a parliamentary system in free association with New Zealand. This means that New Zealand holds primary responsibility on certain areas, such as defense, in consultation with the Cook Islands government. The Executive Power is headed by the Chief-Minister, who is the Head of Government. The Legislative Power is exercised for both the Islands’ government and the Parliament. The Judicial Power is independent from the Executive and Legislative. The Head of State is the Queen of New Zealand (Elizabeth II).

On August 21st, 2015, Brazil and the Cook Islands signed a Joint Communiqué for the establishment of diplomatic relations. Brazil and the Cook Islands shared their positions about important themes on the international agenda, such as environment and climate change, agricultural cooperation within the scope of the FAO, sustainable development, energy security and disarmament. There’s a possibility of closer collaboration in these areas.
