The Council of Ministers of Foreign Affairs of UNASUR, gathered at a Special Meeting in Santiago, Chile:

Reiterating the UNASUR Communiqué of 16 February 2014 on the situation of the Bolivarian Republic of Venezuela, expressing its strong rejection to the recent acts of violence and expressing its condolences to and solidarity with the families of the victims, the people and democratically elected Government of that sister nation;

Ratifying respect for Human Rights and fundamental freedoms, including freedom of expression and peaceful assembly, circulation and free transit, health and education, as essential conditions for development of the South-American integration process;

Urging all political and social forces of the country to privilege dialogue and concord, reaffirming that any demand must be channeled in a peaceful manner, through diplomatic channels and respecting the Rule of Law and the institutions;


1. To support the efforts of the Government of the Bolivarian Republic of Venezuela to propitiate dialogue between the Government, all political forces and social actors in order to reach an agreement that contributes to understanding and social peace.

2. To designate, at the request of the Bolivarian Republic of Venezuela, a Commission composed of Ministers of Foreign Affairs of UNASUR member countries so that, on its behalf, it accompanies, supports and advises an ample and constructive political dialogue intended to recover peaceful coexistence in Venezuela, considering the already installed National Peace Conference.

3. To direct the Pro-Tempore Presidency of UNASUR to organize, in coordination with the Member States, the work of the Commission of Foreign Ministers, the first meeting of which must be held no later than the first week of April.

4. To request the Commission of Foreign Ministers to report on its activities to the Council of Ministers of Foreign Affairs of UNASUR, through the Pro-Tempore Presidency as soon as possible.

5. To express our concern towards any threat to independence and sovereignty of the Bolivarian Republic of Venezuela.
