On September 4, 2020, the Brazilian government notified diplomatic, consular, and administrative representatives of Venezuela’s illegitimate regime that it has declared them persona non grata.

The persona non grata declaration, a legal instrument widely recognized and used in international relations, is a prerogative of States to determine that a foreign official representative is no longer welcome as such in its territory, thus giving the sending State the prerogative to recall the person concerned from the receiving State. The member of the diplomatic staff may also remain in the receiving country without diplomatic or consular status nor the corresponding immunities and privileges.

Therefore, the declaration of persona non grata does not imply expulsion nor any other measure of compulsory withdrawal from the national territory.
