The meeting of South American presidents, held in Santiago on

March 22, 2019, adopted the “Presidential Declaration on the Renewal and Strengthening of South America Integration”.

In the Declaration, eight South American countries (Argentina, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay and Peru) have expressed their determination to build and consolidate a regional space of coordination and cooperation, by laying the foundations for launching the Forum for the Progress of South America (PROSUR). For those counties, the initiative will replace the role performed at first by UNASUR. Some of the main provisions of the Declaration include:

(i) that this forum should be gradually implemented, have a flexible, simple, inexpensive framework with clear operating rules and a fast decision-making mechanism;

(ii) that this forum will address, in a flexible manner and with priority, integration issues in the areas of infrastructure, energy, health, defense, security, crime control, preparedness and response for  natural disasters;

(iii) that the essential requirements to participate  in this space will be the full consolidation of democracy and its constitutional orders, respect for the principle of separation of  powers, and the promotion, protection, respect and safeguard of human rights and fundamental freedoms, as well as the sovereignty and territorial integrity of States, with respect to international law.

The Pro Tempore Presidency of this process will be held by Chile for the next 12 months and then it will be assumed by Paraguay.
