Ambassador Reinaldo José de Almeida Salgado
Born in 1965, ambassador Reinaldo José de Almeida Salgado joined the ministry of Foreign Affairs in 1986. He completed his studies at the Rio Branco Institute in 1987.
Ambassador Reinaldo Salgado has held a number of positions at the Ministry of Foreign Affairs, including the ones as General Coordinator for the Mercosur-European Union Negotiations (2002-2003), Head of the Regional Integration Division (2006-2007) and the Common South Market Division (2007-2010), Director of the Departments of Mercosur (2012-2015), Energy (2015-2016) and Environmental Sustainability (2016-2018) and Secretary of Bilateral Negotiations in Asia, the Pacific and Russia (2019-2020). Since June 2020, he has been Secretary for Communications and Culture.
Ambassador Salgado has a long experience in bilateral, regional and multilateral negotiations. He has served as National Coordinator of the Mercosur Trade Commission (2007-2010), Brazilian Deputy Coordinator of the Common Market Group and of the Mercosur Political Consultation and Coordination Forum (2012-2015).
He has headed the Brazilian delegation in meetings of the United Nations Framework Convention on Climate Change (UNFCCC) and of the Ad Hoc Working Group on the Paris Agreement in 2017 and 2018. He was the Brazilian Deputy Chief Negotiator at the UNFCCC meetings and other conferences related to the Kyoto Protocol (CMP) and the Paris Agreement (CMA), between 2016 and 2018. He has chaired the Eight World Water Forum Political Commission from 2016 to 2018.
His foreign postings include the Consulate General of Brazil in London, United Kingdom (1993-1996), the Embassy of Brazil in Caracas, Venezuela, (1996-1999), and the Mission of Brazil to the European Economic Communities, in Brussels (2003-2006). He has also served as Minister Counselor at the Embassy of Brazil in Buenos Aires, Argentina, between 2010 and 2012.
