Ambassador Otávio Brandelli

Ambassador Otávio Brandelli holds a law degree from the Pontifical Catholic University (Rio Grande do Sul – RS), with a postgraduate degree in Administration from the Federal University of Rio Grande do Sul. He attended specialization courses in commercial law and tax law at the Rio Grande do Sul’s Superior Law School and in Public and Private International Law at the Academy of International Law of The Hague, in the Netherlands.

He joined Instituto Rio Branco, Brazil´s diplomatic academy, in 1991 and developed his career in the areas of intellectual property, technology, regional integration and trade. In 2000, he did the Advanced Training of Diplomats and, in 2007, he passed the Advanced Studies Course with honors, with a thesis about dispute settlement at the World Trade Organization (WTO).

Abroad, he worked in the Brazilian Delegation to the European Union (1996-2000), in Brussels, and twice in the Delegation of Brazil to MERCOSUR and ALADI (2000-2004 and 2008-2013), in Montevideo.

In Brazil, at the Ministry of Foreign Affairs, he followed the reform of copyright and industrial property legislation in the 1990s, the implementation of Digital TV systems and of the Council to Combat Piracy, among other activities.

Between 2013 and 2015, he was president of the National Institute of Industrial Property – INPI, a federal independent agency located in Rio de Janeiro.

From 2015-2018, he was Head of the MERCOSUR department at the Ministry of Foreign Affairs.

In MERCOSUR, he served as National Coordinator of the Common Market Group, the executive decision-making body of that international organization.

In January 2019, he took office as Secretary General of Foreign Affairs and was appointed Representative of the Ministry of Foreign Affairs at the Itaipu Binacional hydroelectric power plant.

He was born in 1964, in Garibaldi (RS).
